(a)
shall, on the amendment of a primary processing plant licence under section 11, make the same amendment to the corresponding fish purchaser licence in relation to the species of fish permitted to be purchased under the licence, and
(b)
may, on application in accordance with the regulations, amend a fish purchaser licence in relation to the species of fish permitted to be purchased under the licence for the following persons:
(i)
an owner or lessee of a primary processing plant located in another province or territory of Canada who holds a certificate of registration under the Fish Inspection Act (Canada); or
(ii)
a person who is a resident of a foreign country and whose fish processing plant meets the standards relating to food safety required by that country if the standards are equivalent to or greater than Canadian standards relating to food safety.
