11(1)Fees not specified in the Schedules to this Regulation with respect to entitled services shall be reasonable and just and may be so determined by the Director and authorized for payment.

11(2)The rates of payment for entitled services not listed in the Schedules to this Regulation and the descriptions of those entitled services are negotiated through contracts with the professional associations that provide those services to beneficiaries.
