65No person shall make any representation, orally or in writing, that the Commission or any person employed or engaged by the Commission has expressed an opinion or in any way passed judgment on
(a)
the financial standing, fitness or conduct of any registrant,
(b)
the merits of any security, issuer, derivative or underlying interest of a derivative,
(c)
the merits of the disclosure record of a reporting issuer or investment fund,
(c.1)
the disclosure provided in relation to a derivative, or
(d)
the merits of a credit rating organization or a credit rating.
