By-law respecting recovery of assessment
142The council may by a general by-law or by a by-law applicable to a particular work prescribe the terms and conditions for
(a)
collection and recovery of assessments,
(c)
imposition of penalties for non-payment,
(d)
proceedings to be taken in default of payment, and
(e)
commutations for payments in cash.
