30(1)A person who knows of the occurrence or reasonable likelihood of a release of a contaminant into the air in violation of this Act or the regulations, or knows of a failure or refusal to comply with a directive, and who is not required to report the matter under this Act or the regulations, may report any information respecting the matter to an inspector.
30(2)A person making a report under subsection (1) may request that the person’s identity, and any information that could reasonably be expected to reveal the identity, not be released.
30(3)No person shall release or cause to be released the identity, or any information that could reasonably be expected to reveal the identity, of a person who has made a request under subsection (2), unless the person who made the request has authorized the release in writing.
