37.24A person who has been refused a licence or renewal of a licence under this Part or whose licence has been cancelled under this Part, other than under section 37.23, shall not reapply for a licence unless
(a)
the period of time prescribed by regulation to reapply has passed since the refusal or cancellation, and
(b)
the person satisfies the Director that new or other evidence is available or that material circumstances have changed.
