(1)
A person may appeal a decision of the Registrar to the Minister within thirty days after the date on which the decision is mailed to the person.

(2)
An appeal to the Minister is made by
(
a
)
serving a written submission, containing the grounds for the appeal, on the Minister by registered mail or by personal service, and
(
b
)
submitting a fee of $200.00 to the Minister which shall be refunded to the appellant if the appeal is granted.

(3)
The decision of the Minister with respect to an appeal is based on the written submission of the appellant.
