21A licensee who carries on the cultivation of finfish that are broodstock at a marine aquaculture site shall
(a)
within thirty days before or after the date of fertilization of the broodstock eggs, have all male and female broodstock reproductive fluids collected and analyzed by a fish health diagnostic service, and
(b)
have the reproductive fluids tested by the fluorescent antibody technique or any other technique approved by the Minister for bacterial kidney disease.
