11Except where a person carries on aquaculture at a site under section 3, the Registrar may refuse to issue, renew or amend an aquaculture licence where
(a)
the applicant has been convicted of an offence under the Act or regulations within three years before or after the date of the application for the aquaculture licence,
(b)
it would, in the opinion of the Registrar, cause undue conflict with other fishery activities permitted under federal or provincial laws, or with ecologically and environmentally sensitive areas,
(c)
it would result in conflict with other resource users, or
(d)
it would, in the opinion of the Registrar, create unacceptable environmental risks.
