23.1No person shall hunt in the Province by means of a bow and arrow unless that person is in possession of a valid hunting licence issued to that person and is in possession of a certificate indicating that that person has
(a)
successfully completed in the Province a bow hunter education course that has been approved by the Minister, or
(b)
successfully completed in another province or territory of Canada or a state of the United States of America a bow hunter education course that has been recognized by the Minister.
