68Notwithstanding anything in this Part, the time prescribed by this Part for the doing of any act, the presentation of a grievance at any level or the serving or filing of any notice, reply or document may be extended either before or after the expiration of those times
(a)
by agreement of the parties, or
(b)
upon application of an employer, an employee or a bargaining agent,
(i)
by the Chairman where in his opinion the enlargement of time would avert a hardship in respect of a particular grievance, or
(ii)
by the Board in respect of any particular grievance or class of grievances on such terms and conditions as the Board thinks fit.
