24Any employee or group of employees affected by an application and intending to make representations to the Board in opposition to the application shall file with the Board in writing a concise statement of the material facts upon which the opposition is based which shall be
(a)
signed by the employee or each member of the group of employees,
(b)
accompanied by a return mailing address of the employee or representative of the group of employees, and
(c)
subject to section 25, filed not later than ten days after the posting of the notices referred to in section 19.
