16Notwithstanding section 13 of this Regulation and subject to subsection 33(2) of the Act, the Minister may issue a permit which entitles the holder to hunt
(a) raccoon at any time with a hound or hounds and a light or lights; or
(b) bear at any time except at night with a hound or hounds.
