27Where a matter respecting the suitability of a solicitor on a panel comes to the attention of an area director, he
(a)
may, on giving notice to the solicitor, remove the name of the solicitor from a panel for cause and shall disclose to the solicitor at the time of notice the reasons for his removal from the panel, and
(b)
shall report the matter or a removal and the reasons for the removal, as the case may be, to the Provincial Director within twenty-four hours.
