4(1)When satisfied as to the authenticity of a request to register a motor vehicle as an antique vehicle, the Registrar may so register the vehicle, and issue a special registration plate therefor, for an annual registration fee of $19.
4(1.1)Where a motor vehicle referred to in subsection (1) is a commercial vehicle with an unladen curb mass of two thousand two hundred and fifty kilograms or more, the vehicle registration, registration certificate and registration plate shall expire at midnight on March 31 of each year.
4(2)The owner of a motor vehicle registered as an antique vehicle shall not drive it or permit it to be driven on a highway except
(a)
for the purpose of taking the vehicle to be repaired or serviced,
(b)
for displaying it to the public in a place, parade or procession and for taking it to and from such a place, parade or procession, or
