27.01The Registrar may issue a licence that does not bear the photograph of the licensee when
(a) the licensee is temporarily outside the Province at the time the licence is to expire, or
(b) the face of the licensee is temporarily deformed or obscured from a disfigurement or for any other valid medical reason.
