7.1Notwithstanding subsections 7(1), (3) and (4), where an official testing station has been established for the purpose of inspecting vehicles owned by or leased to provincial government departments or agencies
(a)
the official testing station operator shall not charge for an inspection as described in section 6,
(b)
the Registrar shall supply certificates of inspection and certificates of rejection to the official testing station operator upon request without fee, and
(c)
the official testing station operator shall not charge a fee for the replacement of a valid certificate of inspection.
