27A hatcheryman or a licensed agent or broker shall cause all boxes used for the marketing of chicks
(a) to be clean and strong,
(b) to provide adequate ventilation for chicks,
(c) to have new chick box pads, and
(d) not to be reused unless the boxes are made of plastic.
