22No hatcheryman shall accept hatching eggs for incubation or incubate eggs unless
(a) the eggs are packed in material and containers that are clean and sanitary;
(b) the flock from which the eggs originated is clearly identified on the containers;
(c) the eggs are clean and sound in shell;
(d) the eggs are transported in vehicles that are maintained in a sanitary condition.
