10(1)The Minister may refuse to issue a licence for a period of one year from the date of expiry to any hatcheryman or agent or broker who has contravened the Act or this Regulation.
10(2)The Minister may suspend or cancel a licence of
(a)
any hatcheryman who, in the operation of his hatchery, or
(b)
any agent or broker who
has, in the opinion of the Minister, based upon reasonable grounds, contravened the Act or this Regulation or the Livestock and Livestock Products Act, R.S.C. 1970, c.L-8 or the hatchery regulations thereunder.
