Minimum solicitation period - open competitive bidding
96(1)The minimum solicitation period for an open competitive bidding process is ten days, unless
(a) a longer period is required under a trade agreement that applies to the procurement, or
(b) the procuring entity determines that a longer period is required for prospective suppliers to prepare their bid submissions.
96(2)When determining the length of a solicitation period under paragraph (1)(b), a procuring entity shall take into consideration any factor it considers relevant, including:
(a) the nature and complexity of the procurement;
(b) the extent of subcontracting anticipated; and
(c) the time necessary for delivering the solicitation documents by non-electronic means.
