Conditions precedent
128(1)In order to apply preferential treatment in the evaluation of bid submissions, the solicitation documents shall indicate clearly that preferential treatment may be applied and shall set out the method to be used in applying the preferential treatment.
128(2)In addition to the requirements of subsection (1), if preferential treatment is to be given for Canadian value-added, the solicitation documents shall indicate the level of preference to be used in the evaluation and the rules applicable to determine the extent of Canadian value-added.
