119(1)Following the opening of bid submissions, a bid submission shall be evaluated to determine if it complies with the mandatory requirements of the solicitation documents and shall be rejected if it does not comply.
119(2)A bid submission may be found not to be in compliance for reasons that include, but are not limited to, the following:
(a)
the submission contains substantive qualifications or is subject to significant conditions that are incompatible with the terms of the solicitation documents;
(b)
the submission is from a disqualified prospective supplier;
(c)
the submission does not satisfy the mandatory requirements of the solicitation documents;
(d)
the submission contains a change in price that was not initialled by the person who signed the submission; or
(e)
the procuring entity determines that the information submitted with respect to the qualifications of the prospective supplier are false.
