1Section 3 of New Brunswick Regulation 86-32 under the Financial Administration Act is repealed and the following is substituted:
3(1)Subject to subsection (2), when the Department receives a request for a veterinarian’s services for a food-producing or fur-producing animal, the fee for the services is the sum of the following:
(a) for the visit,
(i) for the period ending March 31, 2010, $42, and
(ii) on or after April 1, 2010, $44;
(b) for each 15 minute period or portion of a 15 minute period spent by the veterinarian on the premises,
(i) for the period ending March 31, 2010, $15, and
(ii) on or after April 1, 2010, $16;
(c) the cost of medication, vaccines, anaesthesia and other materials provided as well as applicable laboratory fees; and
(d) if the request for services is received and responded to after 4:00 p.m. and before 7:30 a.m. on Monday to Friday, inclusive, or on Saturday, Sunday or a holiday, including Boxing Day, an overtime fee of,
(i) for the period ending March 31, 2010, $40, and
(ii) on or after April 1, 2010, $42.
3(2)When the Department receives a request for a veterinarian’s services for a horse or for an animal that is confined in a zoo or wildlife park, the fee for the services is the sum of the following:
(a) for the visit, subject to subsection (3),
(i) for the period ending March 31, 2010, $50, and
(ii) on or after April 1, 2010, $52;
(b) for each 15 minute period or portion of a 15 minute period spent by the veterinarian on the premises,
(i) for the period ending March 31, 2010, $31, and
(ii) on or after April 1, 2010, $33;
(c) for vaccination,
(i) for the period ending March 31, 2010, $10 per horse, and
(ii) on or after April 1, 2010, $11 per horse;
(d) for reproductive ultrasound,
(i) for the period ending March 31, 2010, $34 per horse, and
(ii) on or after April 1, 2010, $36 per horse;
(e) the cost of medication, vaccines, anaesthesia and other materials provided as well as applicable laboratory fees; and
(f) if the request for services is received and responded to after 4:00 p.m. and before 7:30 a.m. on Monday to Friday, inclusive, or on Saturday, Sunday or a holiday, including Boxing Day, an overtime fee of,
(i) for the period ending March 31, 2010, $40, and
(ii) on or after April 1, 2010, $42.
3(3)When a request for a veterinarian’s services is received by the Department in the circumstances set out in subsection (2) and there is more than one owner on the premises who has requested the veterinarian’s services, the fee payable by each owner under paragraph (2)(a) is
(a) for the period ending March 31, 2010, $25, and
(b) on or after April 1, 2010, $26.
2Section 5 of the Regulation is repealed and the following is substituted:
5(1)The fees for laboratory tests and clinic services for non-food-producing or non-fur-producing animals are:
(a) necropsy examinations:
(i) gross necropsy of animals weighing 50 kg or less:
(A) for the period ending March 31, 2010, $26.40 per examination; and
(B) on or after April 1, 2010, $27.75 per examination;
(ii) gross necropsy of animals weighing more than 50 kg:
(A) for the period ending March 31, 2010, $52.80 per examination; and
(B) on or after April 1, 2010, $55.50 per examination;
(b) histopathology tests:
(i) per tissue sample:
(A) for the period ending March 31, 2010, $20.90; and
(B) on or after April 1, 2010, $21.95;
(ii) per multiple tissue samples:
(A) for the period ending March 31, 2010, $41.80; and
(B) on or after April 1, 2010, $43.90;
(c) parasitology tests:
(i) for the period ending March 31, 2010, $10.45 per test; and
(ii) on or after April 1, 2010, $11 per test;
(d) microbiology tests:
(i) bacteriology:
(A) per single sample:
(I) for the period ending March 31, 2010, $10.45; and
(II) on or after April 1, 2010, $11;
(B) multiple samples:
(I) for the period ending March 31, 2010, $20.90 per submission; and
(II) on or after April 1, 2010, $22 per submission;
(ii) bacterial susceptibility:
(A) for the period ending March 31, 2010, $10.45 per isolate; and
(B) on or after April 1, 2010, $11 per isolate;
(iii) mycology cultures:
(A) for the period ending March 31, 2010, $10.45 per culture; and
(B) on or after April 1, 2010, $11 per culture;
(e) clinical pathology tests:
(i) hematology tests:
(A) CBC:
(I) for the period ending March 31, 2010, $7.70 per sample; and
(II) on or after April 1, 2010, $8.10 per sample;
(B) CBC and differential:
(I) for the period ending March 31, 2010, $11.85 per sample; and
(II) on or after April 1, 2010, $12.45 per sample;
(C) CBC, differential and total protein:
(I) for the period ending March 31, 2010, $13.20 per sample; and
(II) on or after April 1, 2010, $13.85 per sample;
(D) differential:
(I) for the period ending March 31, 2010, $7.70 per sample; and
(II) on or after April 1, 2010, $8.10 per sample;
(ii) clinical chemistry profile:
(A) 1-5 tests:
(I) for the period ending March 31, 2010, $13.20 per sample; and
(II) on or after April 1, 2010, $13.85 per sample;
(B) 6-10 tests:
(I) for the period ending March 31, 2010, $20.90 per sample; and
(II) on or after April 1, 2010, $21.95 per sample;
(C) 11-15 tests:
(I) for the period ending March 31, 2010, $25.85 per sample; and
(II) on or after April 1, 2010, $27.15 per sample;
(iii) cytology:
(A) for the period ending March 31, 2010, $13.20 per sample; and
(B) on or after April 1, 2010, $13.85 per sample;
(iv) occult blood:
(A) for the period ending March 31, 2010, $6.60 per sample; and
(B) on or after April 1, 2010, $6.95 per sample;
(v) fecal chemistry:
(A) for the period ending March 31, 2010, $13.20 per sample; and
(B) on or after April 1, 2010, $13.85 per sample;
(vi) urinalysis:
(A) for the period ending March 31, 2010, $13.75 per sample; and
(B) on or after April 1, 2010, $14.45 per sample; and
(f) virology, serology, endocrinology, toxicology, immunohistochemistry and any other tests, the fees charged by the reference laboratory.
5(2)The fees for laboratory tests and clinic services for food-producing or fur-producing animals are:
(a) necropsy examinations:
(i) gross necropsy of animals weighing 50 kg or less:
(A) for the period ending March 31, 2010, $13.75 per examination; and
(B) on or after April 1, 2010, $14.45 per examination;
(ii) gross necropsy of animals weighing more than 50 kg:
(A) for the period ending March 31, 2010, $27.50 per examination; and
(B) on or after April 1, 2010, $28.90 per examination;
(b) histopathology tests:
(i) per tissue sample:
(A) for the period ending March 31, 2010, $8.80; and
(B) on or after April 1, 2010, $9.25;
(ii) per multiple tissue samples:
(A) for the period ending March 31, 2010, $17.60; and
(B) on or after April 1, 2010, $18.50;
(c) parasitology tests:
(i) for the period ending March 31, 2010, $4.40 per test; and
(ii) on or after April 1, 2010, $4.65 per test;
(d) microbiology tests:
(i) bacteriology:
(A) per single sample:
(I) for the period ending March 31, 2010, $4.40; and
(II) on or after April 1, 2010, $4.65;
(B) multiple samples:
(I) for the period ending March 31, 2010, $8.80 per submission; and
(II) on or after April 1, 2010, $9.30 per submission;
(ii) bacterial susceptibility:
(A) for the period ending March 31, 2010, $4.40 per isolate; and
(B) on or after April 1, 2010, $4.65 per isolate;
(iii) bovine milk herd test (CMT, culture and susceptibility), the applicable rate prescribed in subparagraph (i) or (ii) to a maximum of:
(A) for the period ending March 31, 2010, $137.50 per herd per submission; and
(B) on or after April 1, 2010, $144.50 per herd per submission;
(iv) mycology cultures:
(A) for the period ending March 31, 2010, $4.40 per culture; and
(B) on or after April 1, 2010, $4.65 per culture;
(v) salmonella cultures:
(A) for the period ending March 31, 2010, $8.80 per sample; and
(B) on or after April 1, 2010, $9.30 per sample;
(e) clinical pathology tests:
(i) hematology tests:
(A) CBC:
(I) for the period ending March 31, 2010, $4.15 per sample; and
(II) on or after April 1, 2010, $4.35 per sample;
(B) CBC and differential:
(I) for the period ending March 31, 2010, $4.70 per sample; and
(II) on or after April 1, 2010, $4.95 per sample;
(C) CBC, differential and total protein:
(I) for the period ending March 31, 2010, $5.25 per sample; and
(II) on or after April 1, 2010, $5.50 per sample;
(D) differential:
(I) for the period ending March 31, 2010, $4.15 per sample; and
(II) on or after April 1, 2010, $4.35 per sample;
(ii) clinical chemistry profile:
(A) 1-5 tests:
(I) for the period ending March 31, 2010, $5.50 per sample; and
(II) on or after April 1, 2010, $5.75 per sample;
(B) 6-10 tests:
(I) for the period ending March 31, 2010, $9.90 per sample; and
(II) on or after April 1, 2010, $10.40 per sample;
(C) 11-15 tests:
(I) for the period ending March 31, 2010, $12.95 per sample; and
(II) on or after April 1, 2010, $13.60 per sample;
(iii) cytology:
(A) for the period ending March 31, 2010, $5.50 per sample; and
(B) on or after April 1, 2010, $5.75 per sample;
(iv) occult blood:
(A) for the period ending March 31, 2010, $4.15 per sample; and
(B) on or after April 1, 2010, $4.35 per sample;
(v) urinalysis:
(A) for the period ending March 31, 2010, $5.50 per sample; and
(B) on or after April 1, 2010, $5.75 per sample;
(f) serology tests:
(i) mycoplasma gallisepticum, 50% of the fee charged by the reference laboratory;
(ii) mycoplasma synoviae, 50% of the fee charged by the reference laboratory;
(iii) enzootic bovine leukosis, the fee charged by the reference laboratory;
(iv) porcine reproductive respiratory syndrome, the fee charged by the reference laboratory;
(v) all other viral agents, 50% of the fee charged by the reference laboratory;
(vi) leptospira, 50% of the fee charged be the reference laboratory;
(vii) all other infectious agents, 50% of the fee charged by the reference laboratory;
(viii) aleutian disease, 50% of the fee charged by the reference laboratory;
(ix) avian ELISA testing, 50% of the fee charged by the reference laboratory;
(g) virology test:
(i) electron microscopy:
(A) for the period ending March 31, 2010, $13.20 per viral agent; and
(B) on or after April 1, 2010, $13.85 per viral agent;
(ii) fluorescent antibody:
(A) for the period ending March 31, 2010, $13.20 per viral agent; and
(B) on or after April 1, 2010, $13.85 per viral agent;
(iii) virus isolation:
(A) for the period ending March 31, 2010, $13.20 per viral agent; and
(B) on or after April 1, 2010, $13.85 per viral agent;
(iv) polymerase chain reaction:
(A) for the period ending March 31, 2010, $13.20 per viral agent; and
(B) on or after April 1, 2010, $13.85 per viral agent;
(v) virus detection screening for more than 5 animals, 50% of the fee charged by the reference laboratory;
(h) toxicology tests:
(i) heavy metals, 50% of the fee charged by the reference laboratory;
(ii) mycotoxins, the fee charged by the reference laboratory;
(iii) other toxins, 50% of the fee charged by the reference laboratory;
(i) immunohistochemistry tests, 50% of the fee charged by the reference laboratory; and
(j) endocrinology and any other tests, the fees charged by the reference laboratory.
5(3)In addition to the fees prescribed in subsections (1) and (2), all laboratory tests and clinic services requiring shipment are subject to the following shipping fees:
(a) for a shipment within the Province weighing 2 kg or less:
(i) for the period ending March 31, 2010, $8.50; and
(ii) on or after April 1, 2010, $9;
(b) for a shipment within the Province weighing more than 2 kg:
(i) for the period ending March 31, 2010, $20; and
(ii) on or after April 1, 2010, $21; and
(c) for shipments outside the Province, the fee charged by the shipping company.
3Section 6 of the Regulation is repealed and the following is substituted:
6(1)The fees prescribed in section 3 apply, with the necessary modifications, to examination of, treatment of or surgery on an animal at a clinic.
6(2)The fee for hospitalization of an animal is
(a) for the period ending March 31, 2010, $19 per day or any portion of a day, and
(b) on or after April 1, 2010, $20 per day or any portion of a day.
6(3)The fee for the disposal of an animal other than one submitted for necropsy is $1.70 for each kg of body weight to a maximum of
(a) $600 per animal for a non-food-producing or non-fur-producing animal, and
(b) $300 per animal for a food-producing or fur-producing animal.
6(4)The fee for dispensing medication is
(a) for the period ending March 31, 2010, $8 per medication, and
(b) on or after April 1, 2010, $9 per medication.
4Section 7 of the Regulation is repealed and the following is substituted:
7(1)Despite subsection 3(1), the fee for a veterinarian’s services with respect to the flushing and recovery of bovine embryos is the sum of the following:
(a) for the period ending March 31, 2010:
(i) $104 per hour for the veterinarian’s service, with a minimum charge of $316 per visit;
(ii) $44 per hour for a technical assistant’s service, with a minimum charge of $132 per visit; and
(iii) the cost of supplies used during the flushing and recovery of the bovine embryos; and
(b) on or after April 1, 2010:
(i) $110 per hour for the veterinarian’s service, with a minimum charge of $332 per visit;
(ii) $46 per hour for a technical assistant’s service, with a minimum charge of $140 per visit; and
(iii) the cost of supplies used during the flushing and recovery of the bovine embryos.
7(2)Despite subsection 3(1), the fee for a veterinarian’s services for freezing a batch of bovine embryos, which shall include no more than 23 embryos, is
(a) for the period ending March 31, 2010, $300, and
(b) on or after April 1, 2010, $315.
7(3)Despite subsection 3(1), the fee for a veterinarian’s services for preparing bovine embryos for export is
(a) for the period ending March 31, 2010, $150 per order, and
(b) on or after April 1, 2010, $158 per order.
5Section 8 of the Regulation is repealed and the following is substituted:
8The fee for a veterinarian’s service for accrediting, for food safety purposes, the animal husbandry management practices of an owner of food-producing animals is the sum of the following:
(a) for the visit,
(i) for the period ending March 31, 2010, $42, and
(ii) on or after April 1, 2010, $44;
(b) for each 15 minute period or portion of a 15 minute period spent by the veterinarian on the owner’s premises,
(i) for the period ending March 31, 2010, $31, and
(ii) on or after April 1, 2010, $33; and
(c) the cost of materials used or provided.
6This Regulation comes into force on April 1, 2009.
