38The Board may inquire into, hear or determine any application, matter or thing that under this or any other Act it may inquire into, hear or determine and in doing so, the Board
(a)
is the master of its own procedure and may give directions about process and procedure that it considers appropriate in the circumstances,
(b)
may request from anyone, and require anyone to gather, evidence or require anyone to prepare studies relevant and incidental to the matter over which it is exercising its jurisdiction, and
(c)
shall ensure procedural fairness to all affected persons.
