66Where, after receiving a complaint under this Act, the Director determines
(a)
that the complaint is not one the Director is required to act upon; or
(b)
that, having acted upon the complaint, there has been no failure to comply with this Act or the regulations or with an order made under subsection 64(3);
the Director shall so inform the complainant and advise the complainant of their right to require the Director to refer the matter to the Board.
66Where, after receiving a complaint under this Act, the Director determines
