Powers respecting regional economic development

3.3A Commission may promote regional economic development in the manner it considers appropriate but it shall not, for that purpose,
(a) acquire or hold securities,
(b) provide loans or guarantees,
(c) borrow money, or
(d) undertake any other activity prescribed by regulation.
