Under sections 31, 32 and 33 of the Local Governance Act, and section 9 and subsection 14(2) of An Act Respecting Local Governance Reform, chapter 44 of the Acts of New Brunswick, 2021, the Lieutenant-Governor in Council makes the following Regulation:
Citation
1This Regulation may be cited as the Local Governments Establishment RegulationLocal Governance Act.
Definitions
2The following definitions apply in this Regulation.
“Act” means the Local Governance Act.(Loi)
An Act Respecting Local Governance Reform means An Act Respecting Local Governance Reform, chapter 44 of the Acts of New Brunswick, 2021.(Loi concernant la réforme de la gouvernance locale)

CITIES OF NEW BRUNSWICK
Bathurst
3(1)The City of Bathurst, which is renamed Bathurst, is continued.
3(2)Certain unincorporated areas contiguous to Bathurst are annexed to Bathurst.
3(3)The territorial limits of Bathurst, including the annexed areas, are shown on the plan in Schedule 3.
3(4)The effective date of the annexation is January 1, 2023.
3(5)Assets acquired and liabilities incurred by the Minister in connection with the provision of services by the Minister in the annexed areas before the annexation shall, on annexation, become assets and liabilities of Bathurst.
3(6)Bathurst is divided into two wards, which are shown on the plan in Schedule 3.
3(7)For the purpose of the elections held under An Act Respecting Local Governance Reform, the council of Bathurst shall consist of the following ten members:
(a) the mayor elected at large;
(b) seven councillors elected from ward 1; and
(c) two councillors elected from ward 2.
Campbellton
4(1)The City of Campbellton, the Village of Atholville and the Village of Tide Head are amalgamated to incorporate a city called Campbellton.
4(2)Certain unincorporated areas contiguous to Campbellton are annexed to Campbellton.
4(3)The territorial limits of Campbellton, including the annexed areas, are shown on the plan in Schedule 4.
4(4)The effective date of the amalgamation and annexation is January 1, 2023.
4(5)Assets acquired and liabilities incurred by the Minister in connection with the provision of services by the Minister in the annexed areas before the annexation shall, on annexation, become assets and liabilities of Campbellton.
4(6)Campbellton is divided into four wards, which are shown on the plan in Schedule 4.
4(7)For the purpose of the elections held under An Act Respecting Local Governance Reform, the council of Campbellton shall consist of the following 11 members:
(a) the mayor elected at large;
(b) one councillor elected from ward 1;
(c) two councillors elected from each of wards 2 and 3; and
(d) five councillors elected from ward 4.

Dieppe
5(1)The city of Dieppe is continued.
5(2)Certain unincorporated areas contiguous to Dieppe are annexed to Dieppe.
5(3)The territorial limits of Dieppe, including the annexed areas, are shown on the plan in Schedule 5.
5(4)The effective date of the annexation is January 1, 2023.
5(5)Assets acquired and liabilities incurred by the Minister in connection with the provision of services by the Minister in the annexed areas before the annexation shall, on annexation, become assets and liabilities of Dieppe.
5(6)Dieppe is divided into five wards, which are indicated on the plan in Schedule 5.
Edmundston
6(1)The city of Edmundston and the Village of Rivière-Verte are amalgamated to incorporate a city called Edmundston.
6(2)Certain unincorporated areas contiguous to Edmundston are annexed to Edmundston.
6(3)The territorial limits of Edmundston, including the annexed areas, are shown on the plan in Schedule 6.
6(4)The effective date of the amalgamation and annexation is January 1, 2023.

6(6)Edmundston is divided into five wards, which are shown on the plan in Schedule 6.

(a) the mayor elected at large; and
(b) two councillors elected from each ward referred to in subsection (6).
Fredericton
7(1)The City of Fredericton is continued.

TOWNS OF NEW BRUNSWICK
Heron Bay
11(1)The Town of Dalhousie and the Village of Charlo are amalgamated to incorporate a town called Heron Bay in English and Baie-des-Hérons in French.
11(2)Certain unincorporated areas contiguous to Heron Bay are annexed to Heron Bay.
11(3)The territorial limits of Heron Bay, including the annexed areas, are shown on the plan in Schedule 11.
11(4)The effective date of the amalgamation and annexation is January 1, 2023.
11(5)Assets acquired and liabilities incurred by the Minister in connection with the provision of services by the Minister in the annexed areas before the annexation shall, on annexation, become assets and liabilities of Heron Bay.
11(6)Heron Bay is divided into three wards, which are indicated on the plan in Schedule 11.
11(7)For the purpose of the elections held under An Act Respecting Local Governance Reform, the council of Heron Bay shall consist of the following seven members:
(a) the mayor elected at large; and
(b) two councillors elected from each ward referred to in subsection (6).
Beaurivage
12(1)The town of Richibucto and the village of Saint-Louis de Kent are amalgamated to incorporate a town called Beaurivage.
12(2)Certain unincorporated areas contiguous to Beaurivage are annexed to Beaurivage.
12(3)The territorial limits of Beaurivage, including the annexed areas, are shown on the plan in Schedule 12.
12(4)The effective date of the amalgamation and annexation is January 1, 2023.
12(5)Assets acquired and liabilities incurred by the Minister in connection with the provision of services by the Minister in the annexed areas before the annexation shall, on annexation, become assets and liabilities of Beaurivage.
12(6)Beaurivage is divided into six wards, which are indicated on the plan in Schedule 12.
12(7)For the purpose of the elections held under An Act Respecting Local Governance Reform, the council of Beaurivage shall consist of the following nine members:
(a) the mayor elected at large;
(b) one councillor elected from each ward referred to in subsection (6); and
(c) two councillors elected at large.
Belle-Baie
13(1)The town of Beresford, the village of Nigadoo, the village of Petit-Rocher and the village called Village de Pointe-Verte are amalgamated to incorporate a town called Belle-Baie.
13(2)Certain unincorporated areas contiguous to Belle-Baie are annexed to Belle-Baie.
13(3)The territorial limits of Belle-Baie, including the annexed areas, are shown on the plan in Schedule 13.
13(4)The effective date of the amalgamation and annexation is January 1, 2023.
13(5)Assets acquired and liabilities incurred by the Minister in connection with the provision of services by the Minister in the annexed areas before the annexation shall, on annexation, become assets and liabilities of Belle-Baie.
13(6)Belle-Baie is divided into six wards, which are indicated on the plan in Schedule 13.
13(7)For the purpose of the elections held under An Act Respecting Local Governance Reform, the council of Belle-Baie shall consist of the following ten members:
(a) the mayor elected at large;
(b) one councillor elected from each ward referred to in subsection (6); and
(c) three councillors elected at large.
Cap-Acadie
14(1)The rural community of Beaubassin East and the village of Cap-Pélé are amalgamated to incorporate a town called Cap-Acadie.
14(2)The territorial limits of Cap-Acadie are shown on the plan in Schedule 14.
14(3)The effective date of the amalgamation is January 1, 2023.
14(4)For the purpose of the elections held under An Act Respecting Local Governance Reform, the council of Cap-Acadie shall consist of the following nine members:
(a) the mayor elected at large; and
(b) eight councillors elected at large.
Caraquet
15(1)The town of Caraquet and the Village of Bas-Caraquet are amalgamated to incorporate a town called Caraquet.
15(2)Certain unincorporated areas contiguous to Caraquet are annexed to Caraquet.
15(3)The territorial limits of Caraquet, including the annexed areas, are shown on the plan in Schedule 15.
15(4)The effective date of the amalgamation and annexation is January 1, 2023.
15(5)Assets acquired and liabilities incurred by the Minister in connection with the provision of services by the Minister in the annexed areas before the annexation shall, on annexation, become assets and liabilities of Caraquet.
15(6)Caraquet is divided into five wards, which are indicated on the plan in Schedule 15.
15(7)For the purpose of the elections held under An Act Respecting Local Governance Reform, the council of Caraquet shall consist of the following ten members:
(a) the mayor elected at large;
(b) four councillors elected from ward 1;
(c) one councillor elected from each of wards 2, 3 and 4; and
(d) two councillors elected from ward 5.
Carleton North
16(1)The town of Florenceville-Bristol, the Village of Bath and the village of Centreville are amalgamated to incorporate a town called District of Carleton North.
16(2)Certain unincorporated areas contiguous to District of Carleton North are annexed to District of Carleton North.
16(3)The territorial limits of District of Carleton North, including the annexed areas, are shown on the plan in Schedule 16.
16(4)The effective date of the amalgamation and annexation is January 1, 2023.
16(5)Assets acquired and liabilities incurred by the Minister in connection with the provision of services by the Minister in the annexed areas before the annexation shall, on annexation, become assets and liabilities of District of Carleton North.
16(6)District of Carleton North is divided into five wards, which are indicated on the plan in Schedule 16.
16(7)For the purpose of the elections held under An Act Respecting Local Governance Reform, the council of District of Carleton North shall consist of the following eight members:
(a) the mayor elected at large;
(b) one councillor elected from each ward referred to in subsection (6); and
(c) two councillors elected at large.
Champdoré
17(1)The residents of the village called Village de Saint-Antoine and certain unincorporated areas are incorporated as a town called Champdoré.
17(2)The territorial limits of Champdoré are shown on the plan in Schedule 17.
17(3)The effective date of the incorporation is January 1, 2023.
17(4)Assets acquired and liabilities incurred by the Minister in connection with the provision of services by the Minister in the unincorporated areas referred to in subsection (1) before the incorporation shall, on incorporation, become assets and liabilities of Champdoré.
17(5)Champdoré is divided into four wards, which are indicated on the plan in Schedule 17.
17(6)For the purpose of the elections held under An Act Respecting Local Governance Reform, the council of Champdoré shall consist of the following eight members:
(a) the mayor elected at large;
(b) three councillors elected from ward 1;
(c) one councillor elected from each of wards 2 and 4; and
(d) two councillors elected from ward 3.

Grand Bay-Westfield
18(1)The town of Grand Bay-Westfield is continued.
18(2)Certain unincorporated areas contiguous to Grand Bay-Westfield are annexed to Grand Bay-Westfield.

Grand-Bouctouche
19(1)The town of Bouctouche, which is renamed Grand-Bouctouche, is continued.
19(2)Certain unincorporated areas contiguous to Grand-Bouctouche are annexed to Grand-Bouctouche.
19(3)The territorial limits of Grand-Bouctouche, including the annexed areas, are shown on the plan in Schedule 19.

Grand Falls
20(1)The town of Grand Falls, the village of Drummond and the rural community of Saint-André are amalgamated to incorporate a town called Grand Falls in English and Grand-Sault in French.
20(2)Certain unincorporated areas contiguous to Grand Falls are annexed to Grand Falls.
20(3)The territorial limits of Grand Falls, including the annexed areas, are shown on the plan in Schedule 20.
20(4)The effective date of the amalgamation and annexation is January 1, 2023.
20(5)Assets acquired and liabilities incurred by the Minister in connection with the provision of services by the Minister in the annexed areas before the annexation shall, on annexation, become assets and liabilities of Grand Falls.
20(6)Grand Falls is divided into five wards, which are indicated on the plan in Schedule 20, as follows:
(a) ward 1, called Saint-André;
(b) ward 2, called Portage;
(c) ward 3, called Grand Falls South;
(d) ward 4, called Grand Falls North; and
(e) ward 5, called Drummond.
20(7)For the purpose of the elections held under An Act Respecting Local Governance Reform, the council of Grand Falls shall consist of the following ten members:
(a) the mayor elected at large;
(b) two councillors elected from each of wards 1, 3, 4 and 5; and
(c) one councillor elected from ward 2.

23(1)The village of Saint-Isidore and the Village of Paquetville are amalgamated to incorporate a town called Municipalité des Hautes-Terres.
23(2)Certain unincorporated areas contiguous to the town called Municipalité des Hautes-Terres are annexed to the town called Municipalité des Hautes-Terres.
23(3)The territorial limits of the town called Municipalité des Hautes-Terres, including the annexed areas, are shown on the plan in Schedule 23.
23(4)The effective date of the amalgamation and annexation is January 1, 2023.
23(5)Assets acquired and liabilities incurred by the Minister in connection with the provision of services by the Minister in the annexed areas before the annexation shall, on annexation, become assets and liabilities of the town called Municipalité des Hautes-Terres.
23(6)The town called Municipalité des Hautes-Terres is divided into six wards, which are indicated on the plan in Schedule 23.
23(7)For the purpose of the elections held under An Act Respecting Local Governance Reform, the council of the town called Municipalité des Hautes-Terres shall consist of the following nine members:
(a) the mayor elected at large;
(b) one councillor elected from each ward referred to in subsection (6); and
(c) two councillors elected at large.
Haut-Madawaska
24(1)The rural community of Haut-Madawaska and the village of Lac Baker are amalgamated to incorporate a town called Haut-Madawaska.
24(2)The territorial limits of Haut-Madawaska are shown on the plan in Schedule 24.
24(3)The effective date of the amalgamation is January 1, 2023.
24(4)Haut-Madawaska is divided into five wards, which are indicated on the plan in Schedule 24, as follows:
(a) ward 1, called Saint-François;
(b) ward 2, called Lac Baker;
(c) ward 3, called Clair;
(d) ward 4, called Baker-Brook; and
(e) ward 5, called St. Hilaire.
24(5)For the purpose of the elections held under An Act Respecting Local Governance Reform, the council of Haut-Madawaska shall consist of the following 11 members:
(a) the mayor elected at large; and
(b) two councillors elected from each ward referred to in subsection (4).
Île-de-Lamèque
25(1)The town of Lamèque and the village of Sainte-Marie-Saint-Raphaël are amalgamated to incorporate a town called Île-de-Lamèque.
25(2)Certain unincorporated areas contiguous to Île-de-Lamèque are annexed to Île-de-Lamèque.
25(3)The territorial limits of Île-de-Lamèque, including the annexed areas, are shown on the plan in Schedule 25.
25(4)The effective date of the amalgamation and annexation is January 1, 2023.
25(5)Assets acquired and liabilities incurred by the Minister in connection with the provision of services by the Minister in the annexed areas before the annexation shall, on annexation, become assets and liabilities of Île-de-Lamèque.
25(6)Île-de-Lamèque is divided into seven wards, which are indicated on the plan in Schedule 25.
25(7)For the purpose of the elections held under An Act Respecting Local Governance Reform, the council of Île-de-Lamèque shall consist of the following eight members:
(a) the mayor elected at large; and
(b) one councillor elected from each ward referred to in subsection (6).
Oromocto
26(1)The town of Oromocto is continued.
26(2)Certain unincorporated areas contiguous to Oromocto are annexed to Oromocto.
26(3)The territorial limits of Oromocto, including the annexed areas, are shown on the plan in Schedule 26.
26(4)The effective date of the annexation is January 1, 2023.
26(5)Assets acquired and liabilities incurred by the Minister in connection with the provision of services by the Minister in the annexed areas before the annexation shall, on annexation, become assets and liabilities of Oromocto.
26(6)Oromocto is divided into four wards, which are indicated on the plan in Schedule 26, as follows:
(a) ward 1;
(b) ward 2;
(c) ward 3; and
(d) ward 4, called Lincoln.
26(7)For the purpose of the elections held under An Act Respecting Local Governance Reform, the council of Oromocto shall consist of the following nine members:
(a) the mayor elected at large; and
(b) two councillors elected from each ward referred to in subsection (6).
Quispamsis
27(1)The town of Quispamsis is continued.
27(2)The territorial limits of Quispamsis are shown on the plan in Schedule 27.
Riverview
28(1)The town called The Town of Riverview in English and Town of Riverview in French is continued, and the name of the town shall be The Town of Riverview.
28(2)Certain unincorporated areas contiguous to The Town of Riverview are annexed to The Town of Riverview.
28(3)The territorial limits of The Town of Riverview, including the annexed areas, are shown on the plan in Schedule 28.
28(4)The effective date of the annexation is January 1, 2023.
Rivière-du-Nord
29(1)The villages of Bertrand, Maisonnette, Grande-Anse and Saint-Léolin are amalgamated to incorporate a town called Rivière-du-Nord.
29(2)Certain unincorporated areas contiguous to Rivière-du-Nord are annexed to Rivière-du-Nord.
29(3)The territorial limits of Rivière-du-Nord, including the annexed areas, are shown on the plan in Schedule 29.
29(4)The effective date of the amalgamation and annexation is January 1, 2023.
29(5)Assets acquired and liabilities incurred by the Minister in connection with the provision of services by the Minister in the annexed areas before the annexation shall, on annexation, become assets and liabilities of Rivière-du-Nord.
29(6)Rivière-du-Nord is divided into four wards, which are indicated on the plan in Schedule 29.

Salisbury
33(1)The residents of the village of Salisbury and certain unincorporated areas are incorporated as a town called Salisbury.
33(2)The territorial limits of Salisbury are shown on the plan in Schedule 33.
33(3)The effective date of the incorporation is January 1, 2023.
33(4)Assets acquired and liabilities incurred by the Minister in connection with the provision of services by the Minister in the unincorporated areas referred to in subsection (1) before the incorporation shall, on incorporation, become assets and liabilities of Salisbury.
33(5)Salisbury is divided into four wards, which are indicated on the plan in Schedule 33.
33(6)For the purpose of the elections held under An Act Respecting Local Governance Reform, the council of Salisbury shall consist of the following eight members:
(a) the mayor elected at large;
(b) one councillor elected from each of wards 1, 2 and 4;

67(3)The territorial limits of Eastern Charlotte, including the annexed areas, are shown on the plan in Schedule 67.
