Under sections 231, 251.1, 258 and 344 of the Motor Vehicle Act, the Lieutenant-Governor in Council makes the following Regulation:
Citation
1This Regulation may be cited as the Vehicle Dimensions and Mass Regulation - Motor Vehicle Act.
Definitions
2In this Regulation
“A train double” means a combination of vehicles consisting of a truck tractor, a semi-trailer and either an A-Dolly and a semi-trailer, or a full trailer that is attached to the foremost semi-trailer in a like manner as if an A-Dolly were used;(train double de type A)
“Act” means the Motor Vehicle Act;(Loi)
“A-dolly” means a converter dolly that is towed from one hitch on the centre line of the towing vehicle;(diabolo à simple timon)
“aerodynamic device” means a device, or devices, installed on the rear of trucks, trailers, or semi-trailers for the purpose of reducing wind resistance or aerodynamic drag but not for carrying cargo;(dispositif aérodynamique)
“axle group” means a single axle, a tandem axle, a tandem equivalent axle, a tridem axle, a tridem equivalent axle, a triaxle or a quadrem axle;(groupe d’essieux)
“axle group mass” means the total mass transmitted to the road by an axle group;(masse d’un groupe d’essieux)
“axle mass” means the mass transmitted to the road by one axle;(masse d’un essieu)
“axle spread” means the longitudinal distance between the centres of the extreme axles of an axle group;(écartement des essieux)
“B train double” means a combination of vehicles consisting of a truck tractor, a semi-trailer and a second semi-trailer towed by the lower half of a fifth wheel assembly mounted on the rear of the foremost semi-trailer;(train double de type B)
“box length” means, for a combination of vehicles, the longitudinal distance from the foremost point of all cargo-carrying units, including cargo, to the rearmost point of all cargo-carrying units, including cargo, exclusive of any extension in the dimension caused by auxiliary equipment or machinery at the front that is not designed or used for carrying cargo;(longueur de la caisse)
“C train double” means a combination of vehicles consisting of a truck tractor, a semi-trailer, a C-Dolly and a second semi-trailer;(train double de type C)
“C-dolly” means a converter dolly, with a frame rigid in the horizontal plane, that is towed from two hitches located in a horizontal transverse line on the towing unit, that precludes any rotation in the horizontal plane about the hitch points and that satisfies all requirements of the Motor Vehicle Safety Regulations under the Motor Vehicle Safety Act (Canada) applicable to such devices;(diabolo à double timon)
“converter dolly” means a device that is designed and normally used to convert a semi-trailer to a full trailer;(diabolo convertisseur)
“dimension “A”” means the distance between the centre of the last axle on a semi-trailer and the centre of the first axle on a converter dolly or second trailer, as the case may be;(dimension « A »)
“drawbar” means a structure connected to the chassis frame of a trailer or converter dolly that includes a device for coupling to a hitch on a towing vehicle;(timon)
“drawbar length” means, when used with reference to a pony trailer, a full trailer or a converter dolly, the longitudinal distance from the centre of the device that attaches to a hitch on a towing vehicle to the centre of the lower half of the fifth wheel assembly or turntable;(longueur du timon)
“drive axle” means the axle or axle group that is or may be connected to the power source of a motor vehicle and that transmits power to the wheels;(essieu moteur)
“dry bulk product” means unpacked free flowing dry solids that are loaded without being boxed, bagged or hand stowed;(produits secs en vrac)
“effective rear overhang” means the longitudinal distance from the centre of the rear axle group on a truck or the geometric centre of the rear axle group on a trailer, to the rearmost point of the truck or trailer, including any cargo;(porte-à-faux arrière effectif)
“fifth wheel assembly” means a coupling device for the purpose of supporting and towing a semi-trailer, having a lower half that consists of a plate and locking jaws and that is mounted on the rear portion of a vehicle frame or the frame of a converter dolly, and having an upper half that consists of a plate and a kingpin fastened to the underside of the forward portion of the semi-trailer;(dispositif de sellette d’attelage)
“fifth wheel offset” means, when used with reference to a truck tractor, the longitudinal distance from the centre of the lower half of a fifth wheel assembly to the truck tractor turn centre;(décalage de la sellette d’attelage)
“front overhang” means the longitudinal distance from the front bumper of a vehicle, as installed by the manufacturer of the vehicle, to the foremost point on the vehicle, or to the cargo, whichever is the farther;(porte-à-faux avant)
“full trailer” means a vehicle designed and used so that its weight and cargo are carried on its own axles, and includes a combination of vehicles consisting of a semi-trailer and a converter dolly;(remorque classique)
“general freight” means any substance, article or thing conveyed in or on a vehicle; (marchandise générale)
“gross axle mass rating” means the value specified by a vehicle manufacturer as the cargo-carrying capacity of a single axle system of a vehicle, as measured at the tire-ground interfaces;(masse nominale brute sur l’essieu)
“gross vehicle mass” mean the total mass transmitted to the road by a vehicle or combination of vehicles, and the cargo;(masse brute du véhicule)
“gross vehicle mass rating” means the value specified by a vehicle manufacturer as the loaded weight of a single vehicle;(masse nominale brute du véhicule)
“hitch” means a device attached to a vehicle or converter dolly for the purpose of towing another vehicle or converter dolly, and includes the lower half of a fifth wheel assembly;(crochet d’attelage)
“hitch offset” means, when used with reference to a truck or semi-trailer equipped with a hitch for towing a trailer or converter dolly, the longitudinal distance from the turn centre of the truck or semi-trailer to the articulation point of the hitch;(décalage du crochet d’attelage)
“idle reduction technology” means an advanced truck stop electrification system, auxiliary power unit or other technology that(technologie de réduction du temps de marche au ralenti)
(a) is used to reduce long-duration idling, and
(b) allows for the main drive engine or auxiliary refrigeration engine to be shut down;
“interaxle spacing” means the longitudinal distance between the centre of the rearmost axle of an axle group and the centre of the foremost axle of the next axle group to the rear, within a vehicle or combination of vehicles;(entraxe)
“intercity bus” means a vehicle designed to carry more than ten passengers and equipped with facilities to allow extended travel without stopping;(autocar)
“kingpin” means the pin that couples a semi-trailer to the lower half of a fifth wheel assembly;(pivot d’attelage)
“kingpin setback” means the horizontal distance from the vertical axis through the centre of the kingpin to the farthest point on the semi-trailer, including cargo, ahead of the kingpin;(décalage du pivot d’attelage)
“length” means(longueur)
(a) when used with reference to a full trailer, the external longitudinal distance from the foremost point of the cargo-carrying section of the full trailer, including cargo, to the rearmost point of the full trailer, including cargo, exclusive of any extension in length caused by equipment or machinery at the front that is not designed or used for transporting cargo,
(b) when used with reference to a semi-trailer, the external longitudinal distance from the foremost point of the cargo-carrying section of the semi-trailer, including cargo, to the rearmost point of the semi-trailer, including cargo, exclusive of any extension in length caused by equipment or machinery at the front that is not designed or used for transporting cargo,
(c) when used with reference to a pony trailer, the external longitudinal distance from the foremost point of the drawbar of the pony trailer or the foremost point of the cargo to the rearmost point of the trailer or cargo, and
(d) when used with reference to a truck, the external longitudinal distance from the foremost point of the truck, including cargo, to the rearmost point of the truck, including cargo;
“lift axle” means an axle fitted with a device that enables the axle to be removed from contact with the ground by the vehicle operator or enables the operator to adjust the load carried by the axle;(essieu relevable)
“liquid bulk product” means unpacked free flowing liquids that are loaded in an approved tanker trailer without being placed in bottles, bags, boxes, barrels, small tanks, or in any other similar container, and without being hand stowed;(produits liquides en vrac)
“load equalization” means having mass on axle groups that does not vary by more than 1000 kilograms between adjacent axles in the axle group;(équilibrage de la charge)
“model year” means the year used to designate a discrete vehicle model irrespective of the calendar year in which the vehicle was actually produced, as indicated by the vehicle manufacturer in the vehicle identification number;(année de modèle)
“overall height” means the vertical distance between the highest point on a vehicle or combination of vehicles, including cargo, and the surface of the road;(hauteur hors tout)
“overall length” means the longitudinal distance from the foremost point of a vehicle or combination of vehicles, including cargo, to the rearmost point of the vehicle or combination of vehicles, including cargo;(longueur hors tout)
“overall width” means greatest overall transverse dimension of a vehicle or combination of vehicles including cargo;(largeur hors tout)
“pony trailer” means a vehicle that(remorque semi-portée)
(a) has one axle group that is close to the centre of its chassis and that carries the preponderance of its weight and cargo, and
(b) is towed by a drawbar rigidly attached to its structure;
“quadrem axle” means an axle group on a semi-trailer consisting of four consecutive axles;(essieu quadrem)
“raw forest product” means a wood product that has not been subject to processing, other than it being cut from the stump, the removal of its limbs or bark or it being cut into sections, and includes wood chips and forest by-products;(produit forestier brut)
“rear overhang” means the longitudinal distance from the rearmost point of the bed or body of a vehicle to the rearmost point of the cargo;(porte-à-faux arrière)
“self-steering axle” means an axle the wheels of which can be steered by forces generated between the tires and the road, or through mechanisms and linkages that operate independently of the operator, whether or not the self-steering mechanism is or can be rendered inoperative;(essieu autovireur)
“single axle” means one axle, or an axle group consisting of two axles having an axle spread of less than 1.2 metres, which axle or axles have the same number and size of tires on each side of each axle;(essieu simple)
“steering axle” means the axle of a vehicle that is steered under the control of the operator of the vehicle in order to control its direction of travel; (essieu directeur)
“Stinger Steer automobile or boat carrier” means a tractor and semi-trailer with the fifth wheel assembly mounted in a dropframe located behind and below the centre of the rearmost axle of the tractor;(porte-automobiles ou porte-bateaux de type « Stinger Steer »)
“tandem axle” means an axle group on a vehicle consisting of two consecutive axles, not including any lift or self-steering axles, that(essieu tandem)
(a) are attached to the vehicle so as to achieve load equalization between the two axles, and
(b) have the same number and size of tires on each axle;
“tandem equivalent axle” means a group of two consecutive axles within a vehicle, one of which is a lowered lift axle, that are(essieu tandem équivalent)
(a) attached to the vehicle by identical pneumatic suspensions which achieve load equalization between axles, and
(b) fitted with the same number and size of tires on each axle;
“tandem steering axle” means an axle group on a vehicle consisting of two consecutive axles, not including any lift or self-steering axles, that(essieu directeur tandem)
(a) are attached to the vehicle so as to achieve load equalization between the two axles,
(b) have the same number and size of tires on each axle, and
(c) are both steered under the control of the operator of the vehicle in order to control its direction of travel;
“tire load rating” means the maximum load a tire is rated to carry at a given inflation pressure, as determined by the manufacturer and stamped on the side of the tire at the time of manufacture;(capacité nominale d’un pneu)
“tire width” means the width of a tire, as customarily measured and rated by manufacturers of motor vehicles and tires, that is stamped on the tire at the time of its manufacture;(largeur du pneu)
“track width” means the width of an axle across the outside faces of the outer tires measured at any point above the lowest point of the rim;(largeur de roulement)
“tractor semi-trailer” means a combination of vehicles consisting of a truck tractor and a semi-trailer;(tracteur et semi-remorque)
“triaxle” means an axle group on a trailer consisting of three consecutive axles, one being a lift axle or a self-steering axle, that(essieu triple)
(a) are the only axles attached to the trailer in a manner achieving load equalization among all three axles, and
(b) have the same number and size of tires on each axle;
“tridem axle” means an axle group on a vehicle consisting of three consecutive axles, not including any lift axle or self-steering axle, that(essieu tridem)
(a) are equally spaced within the vehicle and are attached to the vehicle in a manner achieving load equalization among all three axles, and
(b) have the same number and size of tires on each axle;
“tridem drive axle” means a drive axle composed of a tridem axle in which each axle of the tridem axle transmits tractive power to its wheels;(essieu moteur tridem)
“tridem drive tractor” means a truck tractor equipped with a tridem drive axle;(tracteur moteur tridem)
“tridem equivalent axle” means an axle group on a vehicle that is made up of three consecutive, equally spaced axles within a vehicle and that has(essieu tridem équivalent)
(a) all lift axles lowered,
(b) the same number and size of tires on each axle, and
(c) each of its axles attached by identical pneumatic suspensions that automatically provide load equalization;
“truck-full trailer combination” means a combination of vehicles consisting of a truck and a full trailer;(camion et remorque classique)
“truck-pony trailer combination” means a combination of vehicles consisting of a truck and a pony trailer;(camion et remorque semi-portée)
“turn centre” means the geometric centre of the axle group on a semi-trailer or pony trailer or the geometric centre of the rear axle group on a truck, truck tractor or full trailer, as the case may be;(centre de virage)
“turntable” means a device at the front of a full trailer that permits articulation of the front axle or axle group on the full trailer; (plaque tournante)
“vehicle identification number” means a number consisting of Arabic numerals, Roman letters, or both, that the manufacturer assigns to the vehicle for identification purposes;(numéro d’identification du véhicule)
“warning flag” means a square flag of red or orange colour with sides that are at least 400 millimetres long;(drapeau d’avertissement)
“wheelbase” means(empattement)
(a) when used with reference to a full trailer, the longitudinal distance from the centre of the turntable of the full trailer to the full trailer turn centre,
(b) when used with reference to a semi-trailer, the longitudinal distance from the kingpin of the semi-trailer to the semi-trailer turn centre,
(c) when used with reference to a pony trailer, the longitudinal distance from the centre of the hitching device on the pony trailer to the pony trailer turn centre, and
(d) when used with reference to a truck tractor, the longitudinal distance from the centre of the steering axle of the truck tractor to the geometric centre of the drive axle group.

General dimensions
3(1)No person shall operate or move and no owner shall permit to be operated or moved on a highway a truck, truck tractor, trailer, semi-trailer or any combination of such vehicles, an intercity bus, a motor home or any other vehicle with dimensions that exceed the maximum dimensions or are less than the minimum dimensions set out in Schedule A for that type of vehicle or for the configuration for that type of vehicle.
3(2)Subject to subsection (4) and (4.1) no person shall operate or move and no owner shall permit to be operated or moved on a highway a truck, truck tractor, trailer, semi-trailer or any combination of such vehicles, an intercity bus, motor home or any other vehicle with axle spreads, interaxle spacings or wheelbases that exceed the maximum axle spreads or wheelbases or are less than the minimum axle spreads, interaxle spacings or wheelbases, as the case may be, that are set out in Schedule A for that type of vehicle or for the configuration for that type of vehicle.
3(2.1)Notwithstanding subsection (2), a person may operate or move and an owner may permit to be operated or moved on a highway a truck tractor with a wheelbase greater than 6.2 metres if it is not combined with any other vehicle.

3(4)A person may operate or move and an owner may permit to be operated or moved on a highway a truck, trailer or semi-trailer or any combination of such vehicles other than a truck tractor in combination with a quadrem axle semi-trailer that does not comply with the applicable requirements respecting minimum interaxle spacings set out in Schedule A but that does comply with all of the other dimension requirements of subsections (1) and (2), if its allowable gross vehicle mass is reduced in accordance with subsection (5).
3(4.01)A person may operate or move and an owner may permit to be operated or moved on a highway a B train double trailer configuration when the wheelbase of the truck tractor is greater than 6.2 metres if the following conditions are met:
(a) the wheelbase of the truck tractor does not exceed 6.8 metres;
(b) the wheelbase of the truck tractor does not exceed the maximum sum of semi-trailer wheelbases set out in the following table:

3(4.1)A person may operate or move and an owner may permit to be operated or moved on a highway a truck tractor in combination with a single semi-trailer when the wheelbase of the truck tractor is greater than 6.2 metres if the following conditions are met: 
(a) the wheelbase of the truck tractor does not exceed 7.2 metres;
(b) the wheelbase of the truck tractor does not exceed the maximum semi-trailer wheelbase set out in the following table:

(c) the truck tractor and the semi-trailer comply with all of the other dimension requirements of subsections (1) and (2).
3(4.2)Repealed: 2010-131
3(5)The allowable gross vehicle mass of a vehicle or a combination of vehicles referred to in subsection (4) shall be reduced by 1000 kilograms for each 0.5 metre or portion of 0.5 metre by which the minimum interaxle spacing required under subsection (2) exceeds each of its interaxle spacings.
3(6)Notwithstanding subsection (1), a person may operate or move and an owner may permit to be operated or moved on a highway a truck tractor that is towing one semi-trailer having an overall length that exceeds 14.65 metres but does not exceed 16.2 metres, if and only if the semi-trailer
(a) has conspicuity systems in conformity with the standards respecting conspicuity systems contained in section 5.7 of Technical Standards Document No. 108 issued by Transport Canada, and
(b) has a rear impact guard consisting of a single horizontal beam that is rigidly attached to the semi-trailer as follows:
(i) it is attached beneath and frontward of the rear of the semi-trailer, as close to its rear as practicable, so that the space between the rear of the semi-trailer and the rearmost side of the guard does not exceed 30.0 centimetres;
(ii) it extends across the bottom of the semi-trailer so that the ends are inside the sides of the semi-trailer within 10.0 centimetres of each side; and
(iii) its bottom side is not more than 56.0 centimetres above the ground when the semi-trailer is unladen and is stopped on a level surface.

Width
4(1)No person shall operate or move and no owner shall permit to be operated or moved on a highway a vehicle with a total outside width or with a cargo having a total outside width that exceeds 260.0 centimetres, not including any extension of rear-view mirrors, devices or equipment permitted under subsection (2).
4(2)Rear-view mirrors may extend on each side of a vehicle not more than 30.0 centimetres from the vehicle to which they are attached and load-securing devices and other auxiliary equipment and devices may extend on each side of a vehicle not more than 10.0 centimetres from the vehicle to which they are attached.
4(3)No person shall operate or move and no owner shall permit to be operated or moved on a highway a private passenger vehicle carrying a cargo that extends beyond the line of the fenders on the left side of the vehicle or that extends more than 15.0 centimetres beyond the line of the fenders on the right side of the vehicle.
Height
5No person shall operate or move and no owner shall permit to be operated or moved on a highway a vehicle having a height, including any cargo, that exceeds 4.15 metres.
Length
6(0.1)For the purposes of this section, “the rear of the vehicle” means rear extremity as defined in Schedule IV of the Motor Vehicle Safety Regulations, C.R.C., c. 1038, under the Motor Vehicle Safety Act (Canada), not including aerodynamic devices.
6(0.2)Aerodynamic devices installed at the rear of trucks, trailers and semi-trailers shall not be included in the measurement of overall length, trailer length, semi-trailer length, box length, rear overhang or effective rear overhang, provided that
(a) any portion of the deployed device more than 1.9 metres above the ground does not protrude more than 1.52 metres beyond the rear of the vehicle;
(b) any portion of the deployed device within 1.9 metres of the ground does not protrude beyond a transverse plane
(i) starting at the rear bottom edge of the rear impact guard or, if the vehicle is not so equipped, starting at the lowest point of the rear of the vehicle, and
(ii) intersecting a point that is 1.74 metres above the ground and 1.21 metres behind the rear of the vehicle; and
(c) the devices are capable of being folded to within 0.305 metres of the rear of the vehicle.
6(1)No person shall operate or move and no owner shall permit to be operated or moved on a highway a two-axle motor vehicle, a three-axle motor vehicle or a four-axle tandem steer motor vehicle having an overall length that exceeds 12.5 metres, other than an intercity bus or a motor home having an overall length that does not exceed 14.0 metres.
6(2)Subject to subsection (4), no person shall operate or move and no owner shall permit to be operated or moved on a highway a combination of vehicles coupled together that consists of more than two units.
6(3)Subject to subsection (4), no person shall operate or move and no owner shall permit to be operated or moved on a highway a combination of vehicles coupled together that has an overall length that exceeds 23 metres, or 23.5 metres in the case of a tridem drive tractor semi-trailer combination.
6(4)A person may operate or move and an owner may permit to be operated or moved on a highway a combination of vehicles that is an A train double, a B train double or a C train double, having an overall length
(a) that does not exceed 23.0 metres, or
(b) that does exceed 23.0 metres but does not exceed 27.5 metres, if
(i) Repealed: 2010-131
(ii) it has conspicuity systems in conformity with the standards respecting conspicuity systems contained in section 5.7 of Technical Standards Document No. 108 issued by Transport Canada, and
(iii) the rearmost vehicle in the combination has a rear impact guard consisting of a single horizontal beam that is rigidly attached to the vehicle as follows:
(A) it is attached beneath and frontward of the rear of the vehicle, as close to its rear as practicable, so that the space between the rear of the vehicle and the rearmost side of the guard does not exceed 30.0 centimetres;
(B) it extends across the bottom of the vehicle so that the ends are inside the sides of the vehicle within 10.0 centimetres of each side; and
(C) its bottom side is not more than 56.0 centimetres above the ground when the vehicle is unladen and is stopped on a level surface.
6(5)Subject to subsection (6), no person shall operate or move and no owner shall permit to be operated or moved on a highway a single vehicle, or the foremost vehicle in a combination of vehicles, with a cargo having a front overhang of more than 1.0 metre.
6(6)A vehicle having a front overhang permitted under subsection (5) and any combination of vehicles of which it is a part
(a) shall conform to the requirements of this Regulation respecting the maximum overall length of the vehicle or the combination of vehicles, as the case may be, and
(b) if the vehicle is a semi-trailer, shall not carry cargo that extends beyond a 2.0 metre radius about the kingpin.
6(7)Subject to subsections (8) to (10), no person shall operate or move and no owner shall permit to be operated or moved on a highway a single vehicle, or the rearmost vehicle in a combination of vehicles, with a cargo having a rear overhang of more than 2.0 metres.
6(8)A vehicle having a rear overhang permitted under subsection (7) that exceeds 1.0 metre shall at all times have a warning flag attached to the rearmost portion of the overhanging cargo so that it is clearly visible to operators of vehicles to the rear.
6(9)A vehicle having a rear overhang permitted under subsection (7) and any combination of vehicles of which it is a part shall conform to the requirements of this Regulation respecting effective rear overhang and respecting the maximum overall length of the vehicle or the combination of vehicles, as the case may be.
6(10)The rear overhang limitation established in subsection (7) does not apply to poles, pipes or structural members that cannot be dismembered, if
(a) they are 24.0 metres or less in length and are being transported on a pole trailer, or
(b) they exceed 24.0 metres in length and are transported on a pole trailer under and in accordance with a permit obtained under section 261 of the Act before the transportation.

Mass in relation to axles
7(1)Subject to subsections (2), (3) and (4), the maximum mass for a steering axle that may be carried by a vehicle on a highway or a portion of a highway is as follows:
(a) for a truck tractor having a single steering axle, 5,500 kilograms;
(b) for a truck having a single steering axle, 8,000 kilograms;
(c) for an intercity bus or a motor home having a single steering axle, 7,250 kilograms; and
(d) for any vehicle having a tandem steering axle, 16,000 kilograms.
7(2)Subject to subsections (3) and (4), a maximum mass that exceeds that permitted under paragraph (1)(a), (b) or (c) for the single steering axle of a truck tractor, truck, intercity bus or motor home is permitted if the owner of the truck tractor, truck, intercity bus or motor home submits to the Registrar a written application to register the vehicle with a greater gross axle mass.
7(3)A written application referred to in subsection (2) shall be on a form provided by the Registrar, and shall contain
(a) the tire load rating,
(b) the certification of a commercial vehicle inspector referred to in subsection 15(1) of the Act, or a dealer, certifying the front tire width and the gross axle mass rating for the vehicle, and
(c) such other information as may be required to determine a proper maximum mass for the steering axle.
7(4)The maximum mass for a steering axle of a truck tractor, a truck, an intercity bus or a motor home shall not exceed the least of
(a) the sum of the masses computed by multiplying 10 kilograms per millimetre by the tire width for each tire installed on the wheels of the axle,
(b) the gross axle mass rating, and
(c) the tire load rating multiplied by the number of tires on the axle.
7(5)Subject to subsection (6), the maximum mass for an axle group or a combination of axles, other than a steering axle, that may be carried by a vehicle or combination of vehicles on a highway or a portion of a highway is as follows:
(a) for a single axle, including any group of 2 axles with an axle spread of less than 1.2 metres, a maximum single axle mass of 9,100 kilograms;
(b) subject to paragraphs (a), (d) and (e), for a tandem axle, tandem equivalent axle, tridem axle, tridem equivalent axle or triaxle with an axle spread as set out in Schedule A, a maximum tandem mass, tridem mass or triaxle mass as set out Schedule A;
(c) Repealed: 2010-131

(e) for a triaxle that is on a trailer of a model year of 2002 or earlier
(i) with an axle spread that is not less than 2.4 metres but is less than 3.0 metres, a maximum axle group mass of 21,000 kilograms,
(ii) with an axle spread that is not less than 3.0 metres but is less than 3.6 metres, a maximum axle group mass of 24,000 kilograms, and
(iii) with an axle spread that is not less than 3.6 metres but does not exceed 4.8 metres, a maximum axle group mass of 26,000 kilograms;

(g) subject to paragraph (a), for an axle group of two consecutive axles that does not constitute a tandem axle or a tandem equivalent axle, a maximum axle group mass of 9,100 kilograms;
(h) for an axle group of three consecutive axles that does not constitute a tridem axle, a tridem equivalent axle or a triaxle, a maximum axle group mass of 18,000 kilograms; and
(i) for any single axle, axle group or combination of axle groups of an A train double, a B train double or a C train double, the maximum axle group mass established for each such vehicle in Schedule A.
7(6)Subject to subsection (7.1), the maximum mass for an axle, other than a steering axle or a self-steer axle on a quadrem axle semi-trailer, that may be carried by a vehicle or combination of vehicles on a highway or a portion of a highway shall not exceed the least of
(a) the sum of the masses computed by multiplying 10 kilograms per millimetre by the tire width for each tire installed on the wheels of the axle,
(b) the gross axle mass rating,
(c) the tire load rating multiplied by the number of tires on the axle, and
(d) in the case of an axle equipped with two tires rather than four tires,
(i) if the tire width is less than 445 mm, 6,000 kg,
(ii) if the tire width is 445 mm or greater, 6,160 kg on a highway set out in Parts I and II in Schedule B, or
(iii) if the tire width is 445 mm or greater, 9,100 kg on a highway set out in Parts III and IV in Schedule B.
7(7)Subject to subsection (6), the maximum load that may be carried by each tire on a vehicle or combination of vehicles shall be the least of
(a) 10 kilograms for each millimetre of tire width,
(b) 3000 kilograms for each tire, and
(c) the tire load rating.
7(7.1)If a truck tractor in a combination of vehicles is equipped with idle reduction technology, an additional allowance of up to 225 kilograms shall be added to the combined mass of the steering axle and drive axle group of the truck tractor.

Maximum gross vehicle mass
8(1)Subject to subsections (3), (4) and (5), the maximum gross mass that may be carried on a highway by a vehicle or combination of vehicles that complies with the dimension requirements of subsections 3(1) and (2), as set out in Schedule A, including any vehicle that is the subject of an application under subsection 7(2), is the maximum gross mass for the vehicle or combination of vehicles as set out in those portions of Schedule A entitled “Gross Vehicle Mass Limits”.

8(3)For the purposes of determining the maximum gross mass that may be carried on a highway by a vehicle or combination of vehicles
(a) a tandem axle or a tandem equivalent axle with an axle spread of less than 1.2 metres or an axle group described in paragraph 7(5)(g) shall be considered to be one axle,
(b) a tandem axle or a tandem equivalent axle with an axle spread that exceeds 1.85 metres shall be considered to be 2 axles,

8(4)Subject to subsection (5), the maximum gross mass that may be carried by a vehicle or combination of vehicles when operated on a highway or portion of a highway designated in Schedule B shall not exceed the greatest gross mass permitted on the highway or portion of the highway as set out in Schedule B.
8(5)If a truck tractor in a combination of vehicles is equipped with idle reduction technology, an additional allowance of up to 225 kilograms shall be added to the maximum gross mass allocated to the combination of vehicles.
8(6)Subject to subsection (5), no person shall operate or move and no owner shall permit to be operated or moved on a highway a vehicle or combination of vehicles coupled together that has a gross mass that exceeds the maximum gross mass for the vehicle or combination of vehicles as set out in those portions of Schedule A entitled “Gross Vehicle Mass Limits”.

Equipment
9(1)Subject to subsection (3) and sections 12.1 and 12.2, a person who operates or moves and an owner who causes or permits to be operated or moved on a highway a truck or truck tractor that is drawing a trailer or semi-trailer equipped with a lift axle shall ensure that the control that varies the mass carried by the axle is located outside of the cab of the truck or truck tractor in a position that is not accessible to the operator when the operator is in a normal operating position.
9(2)A control for a lift axle that puts the lift axle in the full up or full down position may be located inside the cab of a vehicle.
9(3)No person shall operate or move or cause or permit to be operated or moved on a highway an A train double, a B train double, a C train double, a truck with a tandem steering axle, a 16.2 metre semi-trailer or a pony trailer that is equipped with a lift axle, unless the lift axle is part of a tandem equivalent axle or a tridem equivalent axle.

Retroreflective sheeting
10(1)Subject to paragraph 3(6)(a) and subparagraph 6(4)(b)(ii), no person shall draw or move or cause or permit to be drawn or moved on a highway a trailer or a semi-trailer manufactured on or after December 1, 1993, unless the trailer or semi-trailer is equipped with retroreflective sheeting in conformity with the standards respecting retroreflective sheeting contained in section 5.7.1 of Technical Standards Document No. 108 issued by Transport Canada.
10(2)Subject to paragraph 3(6)(a) and subparagraph 6(4)(b)(ii), on or after January 1, 2002, no person shall draw or move or cause or permit to be drawn or moved on a highway a trailer or a semi-trailer manufactured before December 1, 1993, unless the trailer or semi-trailer is equipped with retroreflective sheeting in conformity with the standards respecting retroreflective sheeting contained in section 5.7.1 of Technical Standards Document No. 108 issued by Transport Canada.
C train double
11(1)No person shall operate or move or cause or permit to be operated or moved upon a highway a C train double unless the C train double is equipped with a C-dolly that meets the requirements set out in sections 903 and 904 of Schedule IV of the Motor Vehicle Safety Regulations under the Motor Vehicle Safety Act (Canada).
11(2)A person who operates or moves or causes or permits to be operated or moved upon a highway a C train double shall obtain a certification from the manufacturer of the C-dolly that it meets the requirements set out in subsection (1).
Double drawbar or C-dolly
12No person shall operate or move or cause or permit to be operated or moved upon a highway a truck and trailer combination connected by means of a double drawbar or C-dolly.

12.1No person shall operate or move and no owner shall permit to be operated or moved on a highway a truck tractor and quadrem axle semi-trailer not equipped with a self-steering axle.

12.2(1)No person shall operate or move and no owner shall permit to be operated or moved on a highway a truck tractor and quadrem axle semi-trailer equipped with a self-steering axle if the vehicle does not satisfy the following requirements:
(a) the self-steering axle of the semi-trailer shall
(i) be located in the front of the tridem axle and be pneumatically connected to the tridem axle,
(ii) be equipped with
(A) two tires, each with a tire width of at least 365 mm, with the last three axles achieving a load equalization between each adjacent axle to within 1 000 kg, or
(B) four tires, with four axles achieving a load equalization between each adjacent axle to within 1 000 kg;
(b) if the self-steering axle of the semi-trailer is liftable, the controls for raising or lowering the axle shall be located on the semi-trailer, except for a semi-trailer designed to carry raw forest products, in such case the controls may be located within the cab of the truck tractor;
(c) the tridem axle of the semi-trailer shall
(i) have on each axle
(A) four tires, or
(B) two tires that have a tire width of 445 mm or greater;
(ii) be made up of the last three axles,
(iii) not be liftable, and
(iv) be equipped with a pneumatic suspension;
(d) the semi-trailer shall be equipped with a device that accurately displays the total weight on the semi-trailer’s axles in kilograms or with a device and a table or a chart allowing the total weight on the semi-trailer’s axles in kilograms to be easily read and accurately obtained;
(d.1) subject to subsections 7(7.1) and 8(5), if a semi-trailer is designed to transport general freight,
(i) the axle group mass shall not exceed 26 000 kilograms, and
(ii) gross vehicle mass shall not exceed 49 500 kilograms;
(e) if the semi-trailer is designed to transport liquid bulk products, the semi-trailer shall be equipped with an electronic vehicle stability system;
(f) the truck tractor shall be equipped with manual controls that allow the self-steering axle to be raised to provide emergency drive axle traction at the same time as the hazard warning lights are activated; and
(g) the manual controls referred to in paragraph (f) shall include a device that does not allow the self-steering axle to be raised at a speed greater than 60 km/h.
12.2(2)Despite any other provision in this Regulation, the maximum mass set out in Schedule A for a truck tractor and quadrem axle semi-trailer transporting general freight or raw forest products shall not apply after December 31, 2027.

Interpretation of Schedule A
13The depictions of types of vehicles in Schedule A are provided for the purpose of enabling persons to identify the locations of components of the vehicles and shall not be construed by any court, tribunal, other body or person as depicting every possible configuration of the types of vehicles that are depicted.
Offences
14(1)Every person who violates or fails to comply with a provision of this Regulation that is listed in Column I of Schedule C commits an offence.
14(2)For the purposes of Part II of the Provincial Offences Procedure Act, each offence listed in Column I of Schedule C is punishable as an offence of the category listed beside it in Column II of Schedule C.

15New Brunswick Regulation 94-62 under the Motor Vehicle Act is repealed.
