Under section 11 of the Emergency 911 Act, the Lieutenant-Governor in Council makes the following Regulation:

Citation
1This Regulation may be cited as the General Regulation - Emergency 911 Act.

1.1In this Regulation, “Act” means the Emergency 911 Act.

Assignment of civic address
2(1)The Minister shall, in accordance with section 3, assign civic addresses to residences and businesses located in areas of the Province that are outside the territorial limits of a local government.
2(2)Every local government shall
(a) in accordance with section 3, assign civic addresses to residences and businesses located in the local government, and
(b) provide to the Minister the civic addresses of residences and businesses located in the local government assigned under paragraph (a).

Civic addresses
3(1)The Minister and a local government shall identify for each civic address the address number, the street name, the location suffix and the name of the community; for example, as follows:
117 Oak Street
Hometown, New Brunswick
3(2)Where the roadway is numbered in two different directions from a centre point, the civic address shall include a direction designation; for example as follows:
117 Oak Street, South
Hometown, New Brunswick
3(3)Where there are several residences or businesses located within a building or complex or where several residences or businesses use the same driveway or access point, the civic address shall include the location type and number; for example as follows:
117 Oak Street, Unit 2
117 Oak Street, Apt. 4

Display of civic address
4Every owner of a residence or business in the Province shall display the civic address number so that the civic address number of the residence or business is clearly visible from the principle roadway leading to the residence or business.
Public safety answering points
5(1)The Saint John Regional Public Safety Answering Point is hereby selected to serve as a primary public safety answering point for
(a) The City of Saint John,
(b) Repealed: 2002-36
(c) Repealed: 2000-2
(d) Repealed: 97-45
(e) Repealed: 97-45
(f) Repealed: 99-31
(g) Repealed: 97-45
(h) Quispamsis, and
(i) Repealed: 97-45

5(2)The Edmundston Regional Public Safety Answering Point is hereby selected to serve as a primary public safety answering point for
(a) Edmundston, and
(b) Repealed: 99-31
(c) Grand Falls.
5(3)The Fredericton Regional Public Safety Answering Point is hereby selected to serve as a primary public safety answering point for
(a) The City of Fredericton,
(b) Repealed: 2003-37
(c) Woodstock.
5(4)The Greater Moncton Regional Public Safety Answering Point is hereby selected to serve as a primary public safety answering point for
(a) Moncton,
(b) Dieppe,
(c) Town of Riverview, and
(d) Repealed: 2003-37
(e) Repealed: 99-31
5(5)The Bathurst Regional Public Safety Answering Point is hereby selected to serve as a primary public safety answering point for
(a) City of Bathurst,
(b) Beresford,
(c) Nigadoo,
(d) Petit-Rocher,
(e) Village de Pointe-Verte, and
(f) Repealed: 2003-37
(g) Repealed: 2001-85
(h) Repealed: 99-31
5(6)The Miramichi Regional Public Safety Answering Point is hereby selected to serve as a primary public safety answering point for the city of Miramichi.
5(7)The Royal Canadian Mounted Police Public Safety Answering Point is hereby selected to serve as a secondary public safety answering point for
(a) all local governments located in the Province that are not referred to in subsections (1) to (6), and
(b) areas of the Province that are outside the territorial limits of a local government.
5(8)The Medical Communications Management Centre operated by EM/ANB Inc. is hereby selected to serve as a secondary public safety answering point for all areas of the Province.
5(9) The Provincial Mobile Communications Centre operated by the Department of Transportation and Infrastructure is hereby selected to serve as a secondary public safety answering point for all areas of the Province.

Confidentiality
6(1)The names, telephone numbers and civic addresses acquired in the development, establishment and operation of the NB 911 service are confidential and no person shall disclose such information except
(a) for the purposes of the development, establishment and operation of the NB 911 service,
(a.1) in the circumstances set out in section 4.4 of the Act,
(b) upon the request or with the written approval of the person to whom the information relates, or
(c) where the Minister considers the disclosure to be in the public interest.
6(2)Subsection (1) shall not be construed so as to prohibit the sharing or release of information between the Minister, a local government or an emergency service provider for purposes relating to the development, establishment and operation of the NB 911 service.
6(3)Notwithstanding subsection (1), civic addresses, the master street address guide and the graphic geofile manager may be released by the Minister
(a) to Government departments, agencies and commissions, or
(b) under an agreement entered into by the Minister and any person.
6(4)If this section is inconsistent with or in conflict with a provision of the Right to Information and Protection of Privacy Act, this section prevails.

Commencement
7Section 4 of this Regulation comes into force on January 1, 1998.
