Under section 38 of the Highway Act, the Lieutenant-Governor in Council, on the recommendation of the Minister, makes the following Regulation:

1This Regulation may be cited as the Controlled Access Highways in Restigouche County Regulation - Highway Act.
2The highways or portions of highways in Restigouche County in Schedule A are designated as controlled access highways under the categories specified in the Schedule.
3This Regulation comes into force on August 15, 1994.
SCHEDULE A
RESTIGOUCHE COUNTY
PART I - Route 11
Division A
Route 11 - Gloucester/Restigouche County Line to Charlo River
1All that portion of Route 11 from the boundary between Gloucester County and Restigouche County to Charlo River Bridge located in Durham Parish and Colborne Parish, Restigouche County, designated as a level I controlled access highway and being more particularly bounded and described as follows:
Beginning at the point on the centre line of the travelled portion of Route 11 that is on the boundary between Gloucester County and Restigouche County; thence in a northerly direction along the centre line of Route 11 for a distance of approximately 35.085 kilometres to the centre of the Charlo River Bridge, including all existing and future interchange or at grade intersection ramps and on and off lanes including tapers on all connecting highways.
Jacquet River Drive

2All that portion of Jacquet River Drive located in Durham Parish, Restigouche County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the point on the centre line of the travelled portion of Jacquet River Drive that is at the centre of the grade separation for Route 11; thence in a northerly direction along the centre line of Jacquet River Drive for a distance of 245 metres.

Mutton Lane
2.1All that portion of Mutton Lane located in Durham Parish, Restigouche County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the point on the centre line of the travelled portion of Mutton Lane that is at the centre of the grade separation for Route 11; thence in a southerly direction along the centre line of Mutton Lane for a distance of 175 metres.

Hayes Road (North)

3All that portion of Hayes Road located in Durham Parish, Restigouche County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the point on the centre line of the travelled portion of Hayes Road that is at the centre of the grade separation for Route 11; thence in a northerly direction along the centre line of Hayes Road for a distance of 170 metres.

MacPherson Street

4All those portions of MacPherson Street located in Colborne Parish, Restigouche County, designated as a level III controlled access highway on the west side of the MacPherson Street and level IV controlled highway on the south side of the MacPherson Street and being more particularly bounded and described as follows:
Beginning at the point on the centre line of the travelled portion of MacPherson Street that is at the centre of the grade separation for Route 11; thence in a southwesterly direction along the centre line of MacPherson Street for a distance of 310 metres, and
Beginning at the point on the centre line of the travelled portion of MacPherson Street that is at the centre of the grade separation for Route 11; thence in a northeasterly direction along the centre line of MacPherson Street for a distance of approximately 770 metres to the intersection of the centre lines of the travelled portions of MacPherson Street and Route 134.

Route 11 - Charlo River to Route 17
5All that portion of Route 11 from Charlo River to Route 17 located in Colborne Parish, Balmoral Parish, Dalhousie Parish and Addington Parish, Restigouche County, designated as a level II controlled access highway and being more particularly bounded and described as follows:
Beginning at the point on the centre line of the travelled portion of Route 11 that is at the centre of the Charlo River Bridge; thence in a northerly direction along the centre line of Route 11 for a distance of approximately 40.929 kilometres to the intersection of the centre lines of the travelled portions of Route 11 and Route 17, including all existing and future interchange or at grade intersection ramps and on and off lanes including tapers on all connecting highways.
Craig Road
6All those portions of Craig Road located in Colborne Parish, Restigouche County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the point on the centre line of the travelled portion of Craig Road that is at the centre of the grade separation for Route 11; thence in a northerly direction along the centre line of Craig Road for a distance of 160 metres, and
Beginning at the point on the centre line of the travelled portion of Craig Road that is at the centre of the grade separation for Route 11; thence in a southerly direction along the centre line of Craig Road for a distance of 155 metres.
Route 280 near Eel River Crossing

7All that portion of Route 280 located in Dalhousie Parish, Restigouche County, designated as a level III controlled access highway on the east side of Route 280 and a level IV controlled access on the west side of Route 280 and being more particularly bounded and described as follows:
Beginning at the intersection of the centre lines of the travelled portions of Route 280 and Pelletier Road; thence in a northerly direction along the centre line of Route 280 for a distance of approximately 520 metres to the intersection of the centre lines of the travelled portions of Route 280 and a property access road extending easterly.

Pelletier Road

7.1All that portion of Pelletier Road located in Dalhousie Parish, Restigouche County, designated as a level III controlled access highway on the east side of Pelletier Road and a level IV on the west side of Pelletier Road and being more particularly bounded and described as follows:
Beginning at the intersection of the centre lines of the travelled portions of Route 280 and Pelletier Road; thence in a southerly direction along the centre line of Pelletier Road for a distance of approximately 140 metres to the intersection of the centre lines of the travelled portions of Pelletier Road and a property access road extending easterly.

Route 275
8All those portions of Route 275 located in Dalhousie Parish, Restigouche County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the point on the centre line of the travelled portion of Route 275 that is at the centre of the grade separation for Route 11; thence in a northerly direction along the centre line of Route 275 for a distance of approximately 310 metres to the intersection of the centre lines of the travelled portions of Route 275 and Miller Boulevard, and
Beginning at the point on the centre line of the travelled portion of Route 275 that is at the centre of the grade separation for Route 11; thence in a southerly direction along the centre line of Route 275 for a distance of 415 metres.
Blair Malcolm Road
9All those portions of Blair Malcolm Road located in Dalhousie Parish, Restigouche County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the point on the centre line of the travelled portion of Blair Malcolm Road that is at the centre of the grade separation for Route 11; thence in a northerly direction along the centre line of Blair Malcolm Road for a distance of 255 metres, and
Beginning at the point on the centre line of the travelled portion of Blair Malcolm Road that is at the centre of the grade separation for Route 11; thence in a southerly direction along the centre line of Blair Malcolm Road for a distance of 205 metres.
Route 280
10All those portions of Route 280 located in Dalhousie Parish, Restigouche County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the point on the centre line of the travelled portion of Route 280 that is at the centre of the grade separation for Route 11; thence in a northerly direction along the centre line of Route 280 for a distance of 400 metres, and
Beginning at the point on the centre line of the travelled portion of Route 280 that is at the centre of the grade separation for Route 11; thence in a southerly direction along the centre line of Route 280 for a distance of 435 metres.
Lily Lake Road
11All that portion of Lily Lake Road located in Addington Parish, Restigouche County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the point on the centre line of the travelled portion of Lily Lake Road that is at the centre of the grade separation for Route 11; thence in a southerly direction along the centre line of Lily Lake Road for a distance of 115 metres.
Salmon Boulevard Extension
12All that portion of Salmon Boulevard Extension located in the City of Campbellton, Restigouche County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the point on the centre line of the travelled portion of Salmon Boulevard Extension that is at the centre of the grade separation for Route 11; thence in a northerly direction along the centre line of Salmon Boulevard Extension for a distance of approximately 1.107 kilometres to the intersection of the centre lines of the travelled portions of Salmon Boulevard Extension and Route 134, including all existing and future interchange or at grade intersection ramps and on and off lanes including tapers on all connecting highways.
Val d’Amour Road

13All those portions of Val d’Amour Road located in Addington Parish, Restigouche County, designated as a level III controlled access highway on the east side of Val d’Amour Road and a level IV controlled access highway on the west side of Val d’Amour Road and being more particularly bounded and described as follows:
Beginning at the point on the centre line of the travelled portion of Val d’Amour Road that is at the centre of the grade separation for Route 11; thence in a northerly direction along the centre line of Val d’Amour Road for a distance of approximately 385 metres to the intersection of the centre lines of the travelled portions of Val d’Amour Road and Beauvista Drive.
Beginning at the point on the centre line of the travelled portion of Val d’Amour Road that is at the centre of the grade separation for Route 11; thence in a southerly direction along the centre line of Val d’Amour Road for a distance of 355 metres.

PART II - du Moulin Road
du Moulin Road
15All those portions of du Moulin Road located in Grimmer Parish, Restigouche County, designated as a level II controlled access highway and being more particularly bounded and described as follows:
Beginning at the intersection of the centre lines of the travelled portions of Route 265 and du Moulin Road; thence in an easterly direction along the centre line of du Moulin Road for a distance of approximately 2.8 kilometres to the intersection of the centre lines of the travelled portions of du Moulin Road and Range 7 & 8 Road, including all existing and future interchange or at grade intersection ramps and on and off lanes including tapers on all connecting highways, and
Beginning at the intersection of the centre lines of the travelled portions of Range 7 & 8 Road and du Moulin Road, currently under construction; thence in an easterly direction along the centre line of du Moulin Road, currently under construction, for a distance of approximately 1.58 kilometres to its intersection with the Canadian Government Railways, including all existing and future interchange or at grade intersection ramps and on and off lanes including tapers on all connecting highways.

16All that portion of Route 17 located in Addington Parish, Restigouche County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the intersection of the centre lines of the travelled portions of Route 17 and Route 11; thence in a northerly direction along the centre line of Route 17 for a distance of 200 metres.

Route 17 - Evergreen

17All that portion of Route 17 located in Addington Parish and Eldon Parish, Restigouche County, designated as a level II controlled access highway and being more particularly bounded and described as follows:
Beginning at a point that is 65 metres north of the intersection of the centre lines of the travelled portions of Route 17 and Evergreen Road (northern intersection); thence in a southerly direction along the centre line of Route 17 for a distance of approximately 5.591 kilometres to a point that is 65 metres south the intersection of the centre lines of the travelled portions of Evergreen Road (southern intersection) and Route 17.
