Under section 38 of the Highway Act, the Lieutenant-Governor in Council, on the recommendation of the Minister, makes the following Regulation:

1This Regulation may be cited as the Controlled Access Highways in Madawaska County Regulation - Highway Act.
2The highways or portions of highways in Madawaska County in Schedule A are designated as controlled access highways under the categories specified in the Schedule.
3This Regulation comes into force on August 15, 1994.
SCHEDULE A
MADAWASKA COUNTY
Division A
Route 2 - Province of Quebec to Saint-Jacques
1All that portion of Route 2 from the boundary between New Brunswick and Quebec to the point that is 945 metres east of the intersection of the centre lines of the travelled portions of Route 2 and du Bloc Road located in Saint-Jacques Parish, Madawaska County, designated as a level II controlled access highway and being more particularly bounded and described as follows:
Beginning at the point on the centre line of the travelled portion of Route 2 that is on the boundary between New Brunswick and Quebec; thence in an easterly direction along the centre line of Route 2 for a distance of approximately 2.436 kilometres to the point that is 945 metres east of the intersection of the centre lines of the travelled portions of Route 2 and du Bloc Road, including all existing and future interchange or at grade intersection ramps and on and off lanes including tapers on all connecting highways.

Route 2 - Saint-Jacques to Grand Falls
2010-40
2All that portion of Route 2 from the point that is 945 metres east of the intersection of the centre lines of the travelled portions of Route 2 and du Bloc Road to the boundary between Madawaska County and Victoria County, located in Saint-Jacques Parish, Madawaska Parish, Saint-Basile Parish, Rivière-Verte Parish, Sainte-Anne Parish, Notre-Dame-de-Lourdes Parish, Saint-Léonard Parish and Saint-André Parish, Madawaska County, designated as a level I controlled access highway and being more particularly bounded and described as follows:
Beginning at the point on the centre line of the travelled portion of Route 2 that is 945 metres east of the intersection of the centre lines of the travelled portions of Route 2 and du Bloc Road, thence in an easterly direction along the centre line of Route 2 for a distance of approximately 74.949 kilometres to the boundary between Madawaska County and Victoria County, including all existing and future interchange or at grade intersection ramps and on and off lanes including tapers on all connecting highways.

Route 144
3All that portion of Route 144 located in Saint-Jacques Parish, Madawaska County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the point on the centre line of the travelled portion of Route 144 that is at the centre of the grade separation for Bérubé Street and Route 144; thence in an easterly direction along the centre line of Route 144 for a distance of approximately 180 metres to the intersection of the centre lines of the travelled portions of Route 144 and Principale Street.
Bérubé Street
4All that portion of Bérubé Street located in Saint-Jacques Parish, Madawaska County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the point on the centre line of the travelled portion of Bérubé Street that is at the centre of the grade separation for Bérubé Street and Route 144; thence in a westerly direction along the centre line of Bérubé Street for a distance of approximately 215 metres to the intersection of the centre lines of the travelled portions of Bérubé Street and Mont Farlagne Road.
Mont Farlagne Road
5All that portion of Mont Farlagne Road located in Saint-Jacques Parish and Madawaska Parish, Madawaska County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the intersection of the centre lines of the travelled portions of Mont Farlagne Road and Route 144; thence in a westerly direction along the centre line of Mont Farlagne Road for a distance of 875 metres.
Route 120
6All those portions of Route 120 located in Madawaska Parish, Madawaska County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the point on the centre line of the travelled portion of Route 120 that is at the centre of the grade separation for the eastbound lanes of Route 2; thence in a northerly direction along the centre line of Route 120 for a distance of 125 metres, and
Beginning at the point on the centre line of the travelled portion of Route 120 that is at the centre of the grade separation for the eastbound lanes of Route 2; thence in a southerly direction along the centre line of Route 120 for a distance of approximately 110 metres to the intersection of the centre lines of the travelled portions of Route 120 and Monseigneur Numa Pichette Boulevard.
Centre Madawaska Boulevard
7All those portions of Centre Madawaska Boulevard located in Saint-Basile Parish, Madawaska County, designated as a level III controlled access highway on the east side of Centre Madawaska Boulevard and designated as a level IV controlled access highway on the west side of Centre Madawaska Boulevard and being more particularly bounded and described as follows:
Beginning at the point on the centre line of the travelled portion of Centre Madawaska Boulevard that is at the centre of the grade separation for Route 2; thence in a northerly direction along the centre line of Centre Madawaska Boulevard for a distance of 240 metres, and
Beginning at the point on the centre line of the travelled portion of Centre Madawaska Boulevard that is at the centre of the grade separation for Route 2; thence in a southerly direction along the centre line of Centre Madawaska Boulevard for a distance of 285 metres.
Accès “A” Road at Edmundston
8All those portions of Accès “A” Road located in Saint-Basile Parish, Madawaska County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the intersection of the centre line of the travelled portion of Accès “A” Road and the centre of the median for Route 2; thence in an easterly direction along the centre line of Accès “A” Road for a distance of 170 metres, and
Beginning at the intersection of the centre line of the travelled portion of Accès “A” Road and the centre of the median for Route 2; thence in a westerly direction along the centre line of Accès “A” Road for a distance of approximately 164 metres to the intersection of the centre lines of the travelled portions of Accès “A” Road and Mathieu Street.
Davis Road at Village of Rivière-Verte
9All those portions of Davis Road located in Rivière-Verte Parish, Madawaska County, designated as a level III controlled access highway on the west side of Davis Road and designated as a level IV controlled access highway on the east side of Davis Road and being more particularly bounded and described as follows:
Beginning at the point on the centre line of the travelled portion of Davis Road that is at the centre of the median for Route 2; thence in a northerly direction along the centre line of Davis Road for a distance of approximately 337 metres to the intersection of the centre lines of the travelled portions of Davis Road and the property access road extending westerly, and
Beginning at the intersection on the centre line of the travelled portion of Davis Road and the centre of the median for Route 2; thence in a southerly direction along the centre line of Davis Road for a distance of 376 metres.
Martin Road near Village of Sainte-Anne-de-Madawaska
10All those portions of Martin Road located in Sainte-Anne Parish, Madawaska County, designated as a level III controlled access highway on the east side of Martin Road and designated as a level IV controlled access highway on the west side of Martin Road and being more particularly bounded and described as follows:
Beginning at the intersection of the centre line of the travelled portion of Martin Road and the centre of the median for Route 2; thence in a northerly direction along the centre line of Martin Road for a distance of approximately 300 metres to the intersection of the centre lines of the travelled portions of Martin Road and the property access road extending easterly, and
Beginning at the point on the centre line of the travelled portion of Martin Road that is 278 metres south of the intersection of the centre line of Martin Road and the centre of the median for Route 2; thence in a southerly direction along the centre line of Martin Road for a distance of 146 metres.
Notre-Dame-de-Lourdes Road at Siegas
11All those portions of Notre-Dame-de-Lourdes Road located in Notre-Dame-de-Lourdes Parish and Sainte-Anne Parish, Madawaska County, designated as a level III controlled access highway on the west side of Notre-Dame-de-Lourdes Road and designated as a level IV controlled access highway on the east side of Notre-Dame-de-Lourdes Road and being more particularly bounded and described as follows:
Beginning at the intersection of the centre line of the travelled portion of Notre-Dame-de-Lourdes Road and the centre of the median for Route 2; thence in a northerly direction along the centre line of Notre-Dame-de-Lourdes Road for a distance of 292 metres, and
Beginning at the intersection of the centre line of the travelled portion of Notre-Dame-de-Lourdes Road and the centre of the median for Route 2; thence in a southerly direction along the centre line of Notre-Dame-de-Lourdes Road for a distance of 300 metres.
Grande-Rivière Road
12All those portions of Grande-Rivière Road located in Saint-Léonard Parish, Madawaska County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the point on the centre line of the travelled portion of Grande-Rivière Road that is at the centre of the grade separation for the eastbound lanes of Route 2; thence in a northerly direction along the centre line of Grande-Rivière Road for a distance of 175 metres, and
Beginning at the point on the centre line of the travelled portion of Grande-Rivière Road that is at the centre of the grade separation for the eastbound lanes of Route 2; thence in a southerly direction along the centre line of Grande-Rivière Road for a distance of 130 metres.
Route 17
13All those portions of Route 17 located in Saint-Léonard Parish, Madawaska County, designated as a level III controlled access highway on the west side of Route 17 and designated as a level IV controlled access highway on the east side of Route 17 and being more particularly bounded and described as follows:
Beginning at the point on the centre line of the travelled portion of Route 17 that is at the centre of the median for Route 2; thence in a northerly direction along the centre line of Route 17 for a distance of 330 metres, and
Beginning at the point on the centre line of the travelled portion of Route 17 that is at the centre of the median for Route 2; thence in a southerly direction along the centre line of Route 17 for a distance of 190 metres.
Bourgoin Road
14All those portions of Bourgoin Road located in Saint-Léonard Parish and Saint-André Parish, Madawaska County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the point on the centre line of the travelled portion of Bourgoin Road that is at the centre of the grade separation for Route 2; thence in a northeasterly direction along the centre line of Bourgoin Road for a distance of 176 metres, and
Beginning at the point on the centre line of the travelled portion of Bourgoin Road that is at the centre of the grade separation for Route 2; thence in a southwesterly direction along the centre line of Bourgoin Road for a distance of 170 metres to the centre line intersections of the travelled portions of Bourgoin Road and the property access road extending easterly from Bourgoin Road.
Route 108
15All that portion of Route 108 located in Saint-André Parish, Madawaska County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the point on the centre line of the travelled portion of Route 108 that is at the centre of the grade separation for Route 2; thence in a westerly direction along the centre line of Route 108 for a distance of 187 metres.
Route 255
16All that portion of Route 255 located in Saint-André Parish, Madawaska County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the point on the centre line of the travelled portion of Route 255 that is at the centre of the grade separation for Route 2; thence in an easterly direction along the centre line of Route 255 for a distance of 180 metres.
