Under section 38 of the Highway Act, the Lieutenant-Governor in Council, on the recommendation of the Minister, makes the following Regulation:

1This Regulation may be cited as the Controlled Access Highways in Carleton County Regulation - Highway Act.
2The highways or portions of highways in Carleton County in Schedule A are designated as controlled access highways under the categories specified in the Schedule.
3This Regulation comes into force on August 15, 1994.
SCHEDULE A
CARLETON COUNTY
PART 1 - Route 2
Route 2 - Victoria/Carleton County Line - Carleton/York County Line
1All that portion of Route 2 from the boundary between Victoria County and Carleton County to the boundary between Carleton County and York County located in Wicklow Parish, Simonds Parish, Peel Parish, Brighton Parish, Wakefield Parish and Woodstock Parish, Carleton County, designated as a level I controlled access highway and being more particularly bounded and described as follows:
Beginning at the point on the centre line of the travelled portion of Route 2 that is on the boundary between Victoria County and Carleton County; thence in a southerly direction along the centre line of Route 2 for a distance of approximately 76 kilometres to the boundary between Carleton County and York County, including all existing and future interchange or at grade intersection ramps and on and off lanes including tapers on all connecting highways.
Route 110
2All that portion of Route 110 located in Simonds Parish, Carleton County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the point on the centre line of the travelled portion of Route 110 that is at the centre of the grade separation for Route 2; thence in a westerly direction along the centre line of Route 110 for a distance of 214 metres, and
Beginning at the point on the centre line of the travelled portion of Route 110 that is at the centre of the grade separation for Route 2; thence in an easterly direction along the centre line of Route 110 for a distance of 190 metres.
Route 130
3All that portion of Route 130 located in Wakefield Parish, Carleton County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the point on the centre line of the travelled portion of Route 130 that is at the centre of the grade separation for Route 2; thence in an easterly direction along the centre line of Route 130 for an approximate distance of 185 metres to the intersection of the centre lines of the travelled portions of Route 130 and a property access road extending northerly, and
Beginning at the point on the centre line of the travelled portion of Route 130 that is at the centre of the grade separation for Route 2; thence in a westerly direction along the centre line of ramp for an approximate distance of 190 metres to the intersection of the centre lines of the travelled portions of the ramp and a property access road extending southerly.
Route 560
4All that portion of Route 560 located in Wakefield Parish, Carleton County, designated as a level III controlled access highway on the west side of Route 560 and as a level IV controlled access highway on the east side of Route 560 and being more particularly bounded and described as follows:
Beginning at a point on the centre line of the travelled portion of Route 560 that is 60 metres north of the intersection of the centre lines of Route 560 and the north bound ramp to Route 2; thence in a southerly direction along the centre line of Route 560 for a distance of 130 metres.
Lockhart Mill Road
5All that portion of the Lockhart Mill Road located in Wakefield Parish, Carleton County, designated as a level III controlled access highway on the north side of the Lockhart Mill Road and as a level IV controlled access highway on the south side of the Lockhart Mill Road and being more particularly bounded and described as follows:
Beginning at the intersection of the centre line of the travelled portion of the Lockhart Mill Road and the centre of the median for Route 2; thence in a westerly direction along the centre line of the Lockhart Mill Road for a distance of approximately 260 metres to the intersection of the centre lines of the travelled portions of the Lockhart Mill Road and Sawyer Road.
Route 550
6All those portions of Route 550 located in Woodstock Parish, Carleton County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the point on the centre line of the travelled portion of Route 550 that is at the centre of the grade separation for Route 2; thence in a westerly direction along the centre line of Route 550 for an approximate distance of 180 metres to the intersection of the centre lines of the travelled portions of Route 550 and Scott Street, and
Beginning at the point on the centre line of the travelled portion of Route 550 that is at the centre of the grade separation for Route 2; thence in an easterly direction along the centre line of Route 550 for a distance of 305 metres.
Route 103
7All that portion of Route 103 located in Woodstock Parish, Carleton County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the intersection of the centre line of the travelled portion of Route 103 and the centre of the median for Route 2; thence in an easterly direction along the centre line of Route 103 for a distance of 440 metres.
Route 555
8All that portion of Route 555 located in Woodstock Parish, Carleton County, designated as a level III controlled access highway on the south side of Route 555 and as a level IV controlled access highway on the north side of Route 555 and being more particularly bounded and described as follows:
Beginning at the intersection of the centre line of the travelled portion of Route 555 and the centre of the median for Route 2; thence in a westerly direction along the centre line of Route 555 for a distance of 390 metres.
Beardsley Road
9All those portions of Beardsley Road located in Woodstock Parish, Carleton County, designated as a level III controlled access highway on the south side of Beardsley Road and as a level IV controlled access highway on the north side of Beardsley Road and being more particularly bounded and described as follows:
Beginning at the intersection of the centre line of the travelled portion of Beardsley Road and the centre of the median for Route 2; thence in an easterly direction along the centre line of Beardsley Road for a distance of 290 metres, and
Beginning at the intersection of the centre line of the travelled portion of Beardsley Road and the centre of the median for Route 2; thence in a westerly direction along the centre line of Beardsley Road for a distance of approximately 280 metres to the intersection of the centre lines of the travelled portions of Beardsley Road and a property access road extending southerly.
Hodgdon Road
10All those portions of Hodgdon Road located in Woodstock Parish, Carleton County, designated as a level III controlled access highway on the south side of Hodgdon Road and as a level IV controlled access highway on the north side of Hodgdon Road and being more particularly bounded and described as follows:
Beginning at the intersection of the centre line of the travelled portion of Hodgdon Road and the centre of the median for Route 2; thence in an easterly direction along the centre line of Hodgdon Road for a distance of approximately 325 metres to the intersection of the centre lines of the travelled portions of Hodgdon Road and a property access road extending northerly, and
Beginning at the intersection of the centre lines of the travelled portions of Hodgdon Road and Route 2; thence in a westerly direction along the centre line of Hodgdon Road for a distance of 260 metres.
Dugan Road
11All those portions of Dugan Road located in Woodstock Parish, Carleton County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the intersection of the centre line of the travelled portion of Dugan Road and the centre of the median for Route 2; thence in a westerly direction along the centre line of Dugan Road for a distance of 210 metres, and
Beginning at the intersection of the centre line of the travelled portion of Dugan Road and the centre of the median for Route 2; thence in an easterly direction along the centre line of Dugan Road for a distance of 210 metres.
PART II - Route 95
Route 95 - Woodstock to Canada Customs
12All that portion of Route 95, located in Woodstock Parish and Richmond Parish, Carleton County, designated as a level I controlled access highway and being more particularly bounded and described as follows:
Beginning at the intersection of the centre line of the travelled portion of Route 95 and the centre of the median for Route 2; thence in a westerly direction along the centre line of the travelled portion of Route 95 for a distance of approximately 14 kilometres to the centre line intersections of Route 95 and the property access road extending in a northerly direction, including all existing and future interchange or at grade intersection ramps and on and off lanes including tapers on all connecting highways.
Route 540 (North)
13All those portions of Route 540 located in Richmond Parish, Carleton County, designated as a level III controlled access highway on the east side of Route 540 and as a level IV controlled access highway on the west side of Route 540 and being more particularly bounded and described as follows:
Beginning at the intersection of the centre lines of the travelled portions of Route 540 and the median of Route 95; thence in a northerly direction along the centre line of Route 540 for a distance of 295 metres.
Route 540 (South)
14All those portions of Route 540 located in Richmond Parish, Carleton County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the intersection of the centre lines of the travelled portions of Route 540 and Route 95; thence in a southerly direction along the centre line of Route 540 for an approximate distance of 185 metres to the intersection of the centre lines of the travelled portions of Route 540 and the Tourist Bureau road heading westerly.
PART III - Route 110
Route 110 in Florenceville-Bristol

15All those portions of Route 110 located in Florenceville-Bristol, Peel Parish, Carleton County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the intersection of the centre lines of the travelled portions of Route 110 and Route 103; thence in a westerly direction along the centre line of Route 110 to the intersection of the centre lines of the travelled portions of Route 110 and Route 130 an approximate distance of 2.650 kilometres, including all existing and future interchange or at grade intersection ramps and on and off lanes including tapers on all connecting highways.

Route 130 - Florenceville-Bristol

16All those portions of Route 130 located in Wicklow Parish, Carleton County, designated as a level III controlled access highway on the west side of Route 130 and as a level IV controlled access highway on the east side of Route 130 and being more particularly bounded and described as follows:
Beginning at a point on the centre line of the travelled portion of Route 130 that is 335 metres north of the intersection of the centre lines of the travelled portions of Route 110 and Route 130; thence in a southerly direction along the centre line of Route 130 for a distance of 780 metres.
