Filed July 27, 1994
Under section 38 of the Highway Act, the Lieutenant-Governor in Council, on the recommendation of the Minister, makes the following Regulation:
2010, c.31, s.73
1This Regulation may be cited as the Controlled Access Highways in York County Regulation - Highway Act.
2The highways or portions of highways in York County in Schedule A are designated as controlled access highways under the categories specified in the Schedule.
3This Regulation comes into force on August 15, 1994.
SCHEDULE A
YORK COUNTY
PART 1 – Route 2
Route 2 – Carleton/York County Line to York/Sunbury County Line
1All that portion of Route 2 located in Canterbury Parish, Dumfries Parish, Prince William Parish, Kingsclear Parish, New Maryland Parish and The City of Fredericton, York County, designated as a level I controlled access highway and being more particularly bounded and described as follows:
Beginning at the intersection of the centre line of the travelled portion of Route 2 and the boundary between Carleton County and York County; thence in an easterly direction along the centre line of Route 2 for a distance of approximately 82.623 kilometres to the boundary between York County and Sunbury County, including all existing and future interchange or at grade intersection ramps and on and off lanes including tapers on all connecting highways.
Route 122
2All that portion of Route 122 located in Canterbury Parish, York County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the intersection of the centre line of the travelled portion of Route 122 and the centre of the median for Route 2; thence in a southerly direction along the centre line of Route 122 for a distance of approximately 289 metres to the intersection of the centre lines of the travelled portion of Route 122 and the property access road extending westerly.
Route 165
3All that portion of Route 165 located in Canterbury Parish, York County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the intersection of the centre line of the travelled portion of Route 165 and the centre of the median for Route 2; thence in a northerly direction along the centre line of Route 165 for a distance of 221 metres.
Route 102 – Pokiok (North)
4All that portion of Route 102 located in Dumfries Parish, York County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the intersection of the centre line of the travelled portion of Route 102 and the centre of the median for Route 2; thence in a northerly direction along the centre line of Route 102 for a distance of 190 metres.
Winslow Road
5All that portion of Winslow Road located in Dumfries Parish, York County, designated as a level III controlled access highway on the west side of Winslow Road and designated as a level IV controlled access highway on the east side of Winslow Road, and being more particularly bounded and described as follows:
Beginning at the intersection of the centre line of the travelled portion of Winslow Road and the centre of the median for Route 2; thence in a southerly direction along the centre line of Winslow Road for a distance of approximately 330 metres to the intersection of the centre lines of the travelled portions of Winslow Road and the property access road extending westerly.
Route 635
6All that portion of Route 635 located in Prince William Parish, York County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the intersection of the centre line of the travelled portion of Route 635 and the centre of the median for Route 2; thence in a southerly direction along the centre line of Route 635 for a distance of approximately 128 metres to the intersection of the centre lines of the travelled portions of Route 635 and N. McLean Road.
Prince William Road
7All that portion of Prince William Road located in Prince William Parish, York County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the intersection of the centre line of the travelled portion of Prince William Road and the centre of the median for Route 2; thence in a northerly direction along the centre line of Prince William Road for a distance of 140 metres.
Route 3
8All that portion of Route 3 located in Kingsclear Parish, York County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the point on the centre line of the travelled portion of Route 3 that is 350 metres south of the intersection of the centre line of Route 3 and the centre of the median for Route 2; thence in a northerly direction along the centre lines of the travelled portions of Route 3 and the connector roads to Route 102 for a distance of approximately 1137 metres to the intersection of the centre lines of the connector roads and the centre of the grade separation for Route 102.
Mazerolle Settlement Road
9All those portions of Mazerolle Settlement Road located in Kingsclear Parish, York County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the intersection of the centre line of the travelled portion of Mazerolle Settlement Road and the centre of the median for Route 2; thence in an easterly direction along the centre line of Mazerolle Settlement Road for a distance of 210 metres, and
Beginning at the intersection of the centre line of the travelled portion of Mazerolle Settlement Road and the centre of the median for Route 2; thence in a westerly direction along the centre line of Mazerolle Settlement Road for a distance of 205 metres.
Timothy Drive
10All those portions of Timothy Drive located in Kingsclear Parish, York County, designated as a level III controlled access highway on the northeast side of Timothy Drive and designated as a level IV controlled access highway on the southwest side of Timothy Drive, and being more particularly bounded and described as follows:
Beginning at the intersection of the centre line of the travelled portion of Timothy Drive and the centre of the ramps for Route 2; thence in a westerly direction along the centre line of Timothy Drive for a distance of 65 metres, and
Beginning at the intersection of the centre line of the travelled portion of Timothy Drive and the centre of the ramps for Route 2; thence in an easterly direction along the centre line of Timothy Drive for a distance of 65 metres.
Sproule Street
11All that portion of Sproule Street located in Kingsclear Parish, York County, designated as a level III controlled access highway on the southwest side of Sproule Street and designated as a level IV controlled access highway on the northeast side of Sproule Street, and being more particularly bounded and described as follows:
Beginning at the intersection of the centre lines of the travelled portions of Route 640 and Sproule Street; thence in a northwesterly direction along the centre line of Sproule Street for a distance of 240 metres.
PART 2 – Route 7
Route 7 – Vanier Highway in Fredericton
12All that portion of Route 7 located in The City of Fredericton, York County, designated as a level I controlled access highway and being more particularly bounded and described as follows:
Beginning at the intersection of the centre line of the travelled portion of Route 7 and the centre of the grade separation for Route 8; thence in a southerly direction along the centre line of Route 7 for a distance of approximately 6.590 kilometres to the boundary between York County and Sunbury County, including the connection to Route 101 (Regent Street) and all existing and future interchange or at grade intersection ramps and on and off lanes including tapers on all connecting highways.
Kimble Drive (South)
13All that portion of Kimble Drive located in The City of Fredericton, York County, designated as a level III controlled access highway on the west side of Kimble Drive and designated as a level IV controlled access highway on the east side of Kimble Drive, and being more particularly bounded and described as follows:
Beginning at the intersection of the centre line of the travelled portion of Kimble Drive and the centre of the median for Route 7; thence in a southwesterly direction along the centre line of Kimble Drive for a distance of approximately 292 metres to the intersection of the centre lines of the travelled portions of Kimble Drive, Alison Boulevard and Knowledge Park Drive.
Kimble Drive (North)
14All that portion of Kimble Drive located in The City of Fredericton, York County, designated as a level III controlled access highway on the east side of Kimble Drive and designated as a level IV controlled access highway on the west side of Kimble Drive, and being more particularly bounded and described as follows:
Beginning at the intersection of the centre line of the travelled portion of Kimble Drive and the centre of the median for Route 7; thence in a northeasterly direction along the centre line of Kimble Drive for a distance of 300 metres.
Connector Road between Wilsey Road and Alison Boulevard
15All those portions of the connector road located in The City of Fredericton, York County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the intersection of the centre line of the travelled portion of the connector road and the median for Route 7; thence in an easterly direction along the centre line of the connector road for a distance of approximately 300 metres to the intersection of the centre lines of the travelled portions of the connector road and Wilsey Road, and
Beginning at the intersection of the centre line of the travelled portion of the connector road and the median for Route 7; thence in a westerly direction along the centre line of the connector road for a distance of approximately 251 metres to the intersection of the centre lines of the travelled portions of the connector road and Alison Boulevard, including the on and off ramps for Alison Boulevard.

Division A
Route 8 – Route 2 to the Smythe Street Roundabout
16All that portion of Route 8 from the Route 2 intersection west of The City of Fredericton to a point west of the Route 8 and Smythe Street roundabout, located in the parish of Kingsclear and The City of Fredericton, York County, designated as a level I controlled access highway and being more particularly bounded and described as follows:
Beginning at the intersection of the centre line of the travelled portions of Route 8 and Route 2; thence in an easterly direction along the centre line of Route 8 for a distance of approximately 6.495 kilometres to the point that is 65 metres west of the intersection of the centre lines of Route 8 and Smythe Street on the west side of the roundabout.
Route 640 – Hanwell Road
17All that portion of Route 640 located in The City of Fredericton, York County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the intersection of the centre line of the travelled portion of Route 640 and the centre of the median for Route 8; thence in a southerly direction along the centre line of Route 640 for a distance of 270 metres.
Prospect Street
18All that portion of Prospect Street located in The City of Fredericton, York County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the point that is 131 metres west of the intersection of the centre lines of the travelled portions of Route 640 and Prospect Street; thence in a westerly direction along the centre line of Prospect Street for a distance of 150 metres.
Division B
Route 8 – Smythe Street Roundabout
19All that portion of Route 8 at the Smythe Street roundabout, located in The City of Fredericton, York County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at a point that is approximately 65 metres west of the intersection of the centre lines of Route 8 and Smythe Street, located on the west side of the roundabout; thence in an easterly direction along the centre line of Route 8 for a distance of approximately 164 metres, including all existing and future interchange or at grade intersection ramps and on and off lanes including tapers on all connecting highways.
Division C
Route 8 – Smythe Street Roundabout to the Barkers Point Overpass
20All that portion of Route 8 from the Smythe Street roundabout to the centre of the grade separation for Route 8 (Barkers Point Overpass), located north of the Princess Margaret Bridge in The City of Fredericton, York County, designated as a level I controlled access highway and being more particularly bounded and described as follows:
Beginning at a point that is approximately 65 metres east of the intersection of the centre lines of Route 8 and Smythe Street on the east side of the roundabout; thence in an easterly direction along the centre line of Route 8 for a distance of approximately 4.650 kilometres to the centre of the grade separation for Route 8 (Barkers Point Overpass), north of the Princess Margaret Bridge, including all existing and future interchange or at grade intersection ramps and on and off lanes including tapers on all connecting highways.
Route 101
21All that portion of Route 101 located in The City of Fredericton, York County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the intersection of the centre lines of the travelled portions of Route 101 and Prospect Street; thence in a southerly direction along the centre line of Route 101 for a distance of approximately 3.886 kilometres to the boundary between The City of Fredericton and the village of New Maryland, including all existing and future interchange or at grade intersection ramps and on and off lanes including tapers on all connecting highways.
Arnold Drive
22All that portion of Arnold Drive located in The City of Fredericton, York County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the intersection of the centre lines of the travelled portions of Arnold Drive and Regent Street (Route 101); thence in a westerly and northerly direction along the centre line of Arnold Drive for its entire length.
Division D
Route 8 – Princess Margaret Bridge Area (North Side)
23All that portion of Route 8 located in The City of Fredericton, York County, designated as a level II controlled access highway and being more particularly bounded and described as follows:
Beginning at the intersection of the centre lines of the travelled portion of Route 8 and the centre of the grade separation for Route 8 (Barkers Point Overpass); thence in a northerly direction along the centre line of Route 8 for a distance of approximately 252 metres to the point that is 65 metres south of the intersection of the centre lines of the travelled portions of Route 8, Route 105 and Hamilton Court, including all existing and future interchange or at grade intersection ramps and on and off lanes including tapers on all connecting highways.

Beginning at the point that is 65 metres south of the intersection of the centre lines of the travelled portions of Route 8, Route 105 and Hamilton Court; thence in a northerly direction along the centre line of Route 8 for a distance of approximately 130 metres to the point that is 65 metres north of the intersection of the centre lines of the travelled portions of Route 8, Route 105 and Hamilton Court, including all existing and future interchange or at grade intersection ramps and on and off lanes including tapers on all connecting highways.

Beginning at the point that is 65 metres north of the intersection of the centre lines of the travelled portions of Route 8, Route 10 and Greenwood Drive; thence in a northerly direction along the centre line of Route 8 for a distance of approximately 3.322 kilometres to the point that is 65 metres south of the intersection of the centre lines of the travelled portions of Route 8 and Bridge Street, including all existing and future interchange or at grade intersection ramps and on and off lanes including tapers on all connecting highways.

Beginning at the intersection of the centre lines of the travelled portions of Route 102 and Veysey Road (east); thence in a westerly direction along the centre line of Route 102 for a distance of 620 metres, including all existing and future interchange or at grade intersection ramps and on and off lanes including tapers on all connecting highways.
Mactaquac Road
42All that portion of Mactaquac Road located in Kingsclear Parish, York County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the intersection of the centre line of the travelled portion of Mactaquac Road and the centre of the grade separation for Route 102; thence in a northerly direction along the centre line of Mactaquac Road for a distance of approximately 228 metres to the intersection of the centre lines of the travelled portions of Mactaquac Road and French Village Road.
Route 102 – Longs Creek Road Interchange (West)
43All that portion of Route 102 located in Kingsclear Parish, York County, designated as a level III controlled access highway on the south side of Route 102 and designated as a level IV controlled access highway on the north side of Route 102, and being more particularly bounded and described as follows:
Beginning at the intersection of the centre line of the travelled portion of Route 102 and the centre of the grade separation for Longs Creek Road; thence in a westerly direction along the centre line of Route 102 for a distance of 540 metres.
Route 102 – Longs Creek Road Interchange (East)
44All that portion of Route 102 located in Kingsclear Parish, York County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the intersection of the centre line of the travelled portion of Route 102 and the centre of the grade separation for Longs Creek Road; thence in an easterly direction along the centre line of Route 102 for a distance of 700 metres.
Longs Creek Road

Route 102 – Hawkshaw Bridge Intersection

Beginning at the point that is 35 metres south of the intersection of the centre line of the travelled portion of Route 102 and Hawkshaw Bridge Road; thence in an easterly direction along the centre line of Route 102 for a distance of 824 metres, to the point that is 521 metres east of the intersection of Route 102 and Pokiok Road.
Pokiok Road
47All that portion of Pokiok Road located in Dumfries Parish, York County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the intersection of the centre line of the travelled portion of Pokiok Road and Route 102; thence in a southwesterly direction along the centre line of Pokiok Road for a distance of 219 metres, to the intersection of Pokiok Road and the centre of the grade separation for Hawkshaw Bridge Road.
Hawkshaw Bridge Road
48All that portion of Hawkshaw Bridge Road located in Dumfries Parish, York County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the intersection of the centre lines of the travelled portions of Hawkshaw Bridge Road and Route 102; thence in a northerly direction along the centre line of Hawkshaw Bridge Road for a distance of 285 metres.

Route 105 – Lower St. Mary’s

Beginning at the intersection of the centre lines of the travelled portions of Route 105 and the grade separation for Route 8 (Barkers Point Overpass); thence in a southeasterly direction along the centre line of Route 105 for a distance of approximately 505 metres, to a point that is 25 metres past Bridgeview Court.
Division B
Route 105 – Ring Road
50All that portion of Route 105 located in The City of Fredericton, York County, designated as a level I controlled access highway and being more particularly bounded and described as follows:
Beginning at the intersection of the centre lines of the travelled portions of Route 105 and Maple Street; thence in a northerly direction along the centre line of Route 105 for a distance of approximately 6.661 kilometres to the intersection of the centre lines of the travelled portions of Route 105 and Claudie Road, including all existing and future interchange or at grade intersection ramps and on and off lanes including tapers on all connecting highways.

Beginning at the intersection of the centre lines of the travelled portions of Westmorland Street Bridge and Maple Street; thence in a southerly direction along the centre line of Westmorland Street Bridge, and approaches, for a distance of approximately 1.542 kilometres to the intersection of the centre lines of the travelled portions of Westmorland Street Bridge, and approaches, and Queen Street, including all existing and future interchange or at grade intersection ramps and on and off lanes including tapers on all connecting highways.
Devonshire Drive
52All that portion of Devonshire Drive located in The City of Fredericton, York County, designated as a level I controlled access highway and being more particularly bounded and described as follows:
Beginning at the intersection of the centre lines of the travelled portions of Devonshire Drive and Main Street; thence in an easterly direction along the centre line of Devonshire Drive for a distance of approximately 1.099 kilometres to the intersection of the centre lines of the travelled portions of Devonshire Drive and Bowlen Street.
Route 102 – Pointe Sainte-Anne Boulevard
53All that portion of Route 102 located in The City of Fredericton, York County, designated as a level I controlled access highway and being more particularly bounded and described as follows:
Beginning at the eastern intersection of the centre lines of the travelled portions of Route 102 (Pointe Sainte-Anne Boulevard) and Queen Street; thence in a westerly direction along the centre line of Route 102 for a distance of approximately 1.382 kilometres to the intersection of the centre lines of the travelled portions of Route 102, Woodstock Road and King Street.
Maple Street
54All that portion of Maple Street located in The City of Fredericton, York County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the intersection of the centre lines of the travelled portions of Maple Street and Route 105; thence in a westerly direction along the centre line of Maple Street for a distance of 200 metres.

Beginning at the intersection of the centre lines of the travelled portions of Brookside Drive and Route 105; thence in a northerly direction along the centre line of Brookside Drive for a distance of 200 metres, and
Beginning at the intersection of the centre lines of the travelled portions of Brookside Drive and Route 105; thence in a southerly direction along the centre line of Brookside Drive for a distance of 200 metres.

57All those portions of Route 620 located in The City of Fredericton, York County, designated as a level III controlled access highway and being more particularly bounded and described as follows:
Beginning at the intersection of the centre line of the travelled portion of Route 620 and the centre of the grade separation for Route 105; thence in a northerly direction along the centre line of Route 620 for a distance of 135 metres, and
Beginning at the intersection of the centre line of the travelled portion of Route 620 and the centre of the grade separation for Route 105; thence in a southerly direction along the centre line of Route 620 for a distance of 125 metres.

Beginning at the intersection of the centre lines of the travelled portions of Route 105 and Otis Drive (south end); thence in a northerly direction along the centre line of Route 105 for a distance of 2.35 kilometres, including all existing and future interchange or at grade intersection ramps and on and off lanes including tapers on all connecting highways.
