Under section 56 of the Financial Administration Act, the Lieutenant-Governor in Council, on the recommendation of the Board, makes the following Regulation:

1This Regulation may be cited as the Fees for Veterinary Services Regulation - Financial Administration Act.
2In this Regulation
“animal” means a mammal, a bird, a reptile, an amphibian or a fish;(animal)
“Department” means the Department of Agriculture, Aquaculture and Fisheries;(Ministère)
“veterinarian” means a veterinarian employed by the Province.(vétérinaire)

2.1(1)For the purposes of sections 3 and 6, in addition to the acquisition cost of medication and anaesthetics, the fee related to dispensing medication and administering anaesthetics shall be an amount representing the following proportion of their cost:
(a) if the cost is less than $5, 100%;
(b) if the cost is $5 to $9.99, 90%;
(c) if the cost is $10 to $19.99, 80%;
(d) if the cost is $20 to $29.99, 70%;
(e) if the cost is $30 to $39.99, 60%;
(f) if the cost is $40 to $99.99, 50%;
(g) if the cost is $100 to $499.99, 40%; and
(h) if the cost is $500 or more, 30%.
2.1(2)For the purposes of sections 3 and 6, in addition to the acquisition cost of vaccines, the fee related to administering vaccines shall be an amount representing the following proportion of their cost:  
(a) if the cost is less than $39.99, 50%;
(b) if the cost is $40 to $99.99, 40%;
(c) if the cost is $100 to $499.99, 30%; and
(d) if the cost is $500 or more, 20%.

3(1)Subject to subsection (2), when the Department receives a request for a veterinarian’s services for a food-producing or fur-producing animal, the fee for the services is the sum of the following:
(a) for the visit,
(i) on or after April 1, 2021, $72.08,
(ii) on or after April 1, 2022, $76.40,
(iii) on or after April 1, 2023, $80.99,
(iv) on or after April 1, 2024, $85.85, and
(v) on or after April 1, 2025, $91;
(b) for each 15-minute period or portion of a 15-minute period spent by the veterinarian on the premises,
(i) on or after April 1, 2021, $25.44,
(ii) on or after April 1, 2022, $26.97,
(iii) on or after April 1, 2023, $28.58,
(iv) on or after April 1, 2024, $30.30, and
(v) on or after April 1, 2025, $32.12;
(c) the fee related to dispensing medication and administering anaesthetics;
(d) the fee related to administering vaccines;
(e) the cost of other materials used or provided;
(f) applicable laboratory fees; and
(g) on or after April 1, 2021, for services provided after 4:00 p.m. and before 7:30 a.m. on Monday to Friday, inclusive, or on Saturday, Sunday or a holiday, including Boxing Day, an overtime fee of $85.
3(2)When the Department receives a request for a veterinarian’s services for a horse or for an animal that is confined in a zoo or wildlife park, the fee for the services is the sum of the following:
(a) subject to subsection (3), for the visit,
(i) on or after April 1, 2021, $83.74,
(ii) on or after April 1, 2022, $88.76,
(iii) on or after April 1, 2023, $94.09,
(iv) on or after April 1, 2024, $99.74, and
(v) on or after April 1, 2025, $105.72;
(b) for each 15-minute period or portion of a 15-minute period spent by the veterinarian on the premises,
(i) on or after April 1, 2021, $52.02,
(ii) on or after April 1, 2022, $53.06,
(iii) on or after April 1, 2023, $54.12,
(iv) on or after April 1, 2024, $55.20, and
(v) on or after April 1, 2025, $56.31;
(c) for a horse vaccination, $17;
(d) for the reproductive ultrasound of a mare, $54;
(e) the fee related to dispensing medication and administering anaesthetics;
(f) the fee related to administering vaccines;
(g) the cost of other materials used or provided;
(h) applicable laboratory fees; and
(i) on or after April 1, 2021, for services provided after 4:00 p.m. and before 7:30 a.m. on Monday to Friday, inclusive, or on Saturday, Sunday or a holiday, including Boxing Day, an overtime fee of $85.
3(3)When a request for a veterinarian’s services is received by the Department in the circumstances set out in subsection (2) and there is more than one owner on the premises who has requested the veterinarian’s services, the fee payable by each owner under paragraph (2)(a) is
(a) on or after April 1, 2012, $30,
(b) on or after April 1, 2013, $35, and
(c) on or after April 1, 2014, $40.

5(1)The fees for laboratory tests and clinic services for non-food-producing or non-fur-producing animals are:
(a) necropsy examinations:
(i) gross necropsy of animals weighing 50 kg or less:
(A) on or after April 1, 2012, $31.95;
(B) on or after April 1, 2013, $36.75; and
(C) on or after April 1, 2014, $42.30; and
(ii) gross necropsy of animals weighing more than 50 kg:
(A) on or after April 1, 2012, $63.85;
(B) on or after April 1, 2013, $73.45; and
(C) on or after April 1, 2014, $84.50;
(b) histopathology tests:
(i) per tissue sample:
(A) on or after April 1, 2012, $25.25;
(B) on or after April 1, 2013, $29.05; and
(C) on or after April 1, 2014, $33.45; and
(ii) multiple tissue samples:
(A) on or after April 1, 2012, $50.50;
(B) on or after April 1, 2013, $58.10; and
(C) on or after April 1, 2014, $66.85;
(c) parasitology tests:
(i) on or after April 1, 2012, $12.65;
(ii) on or after April 1, 2013, $14.55; and

(A) per single sample:
(I) on or after April 1, 2012, $12.65;

5(2)The fees for laboratory tests and clinic services for food-producing or fur-producing animals are:
(a) necropsy examinations:
(i) gross necropsy of animals weighing 50 kg or less, per examination:
(A) on or after April 1, 2012, $16.65;
(B) on or after April 1, 2013, $19.15; and
(C) on or after April 1, 2014, $22.05; and
(ii) gross necropsy of animals weighing more than 50 kg:
(A) on or after April 1, 2012, $33.25;
(B) on or after April 1, 2013, $38.25; and
(C) on or after April 1, 2014, $44;
(b) histopathology tests:
(i) per tissue sample:
(A) on or after April 1, 2012, $10.65;
(B) on or after April 1, 2013, $12.25; and
(C) on or after April 1, 2014, $14.10; and
(ii) multiple tissue samples:
(A) on or after April 1, 2012, $21.30;
(B) on or after April 1, 2013, $24.50; and
(C) on or after April 1, 2014, $28.20;
(c) parasitology tests, per test:
(i) on or after April 1, 2012, $5.35;
(ii) on or after April 1, 2013, $6.20; and

(A) per sample:

(C) on or after April 1, 2014, $219.85;
(iv) mycology cultures, per culture:
(A) on or after April 1, 2012, $5.35;

(v) salmonella cultures from environmental or fluff samples, per sample:

(e) clinical pathology tests:
(i) hematology tests:
(A) CBC, per sample:
(I) on or after April 1, 2012, $5.05;

(III) on or after April 1, 2014, $6.75; and
(B) CBC and differential, per sample:
(I) on or after April 1, 2012, $5.70;
(II) on or after April 1, 2013, $6.60; and
(III) on or after April 1, 2014, $7.60;
(C) CBC, differential and total protein:
(I) on or after April 1, 2012, $6.35;

(f) serology tests:
(i) mycoplasma gallisepticum, 50% of the fee charged by the reference laboratory;
(ii) mycoplasma synoviae, 50% of the fee charged by the reference laboratory;
(iii) enzootic bovine leukosis, the fee charged by the reference laboratory;
(iv) porcine reproductive respiratory syndrome, the fee charged by the reference laboratory;
(v) all other viral agents, 50% of the fee charged by the reference laboratory;
(vi) leptospira, 50% of the fee charged be the reference laboratory;
(vii) all other infectious agents, 50% of the fee charged by the reference laboratory;
(viii) aleutian disease, 50% of the fee charged by the reference laboratory;
(ix) avian ELISA testing, 50% of the fee charged by the reference laboratory;
(g) virology tests:
(i) electron microscopy, per viral agent:
(A) on or after April 1, 2012, $15.95;
(B) on or after April 1, 2013, $18.35; and
(C) on or after April 1, 2014, $21.15;
(ii) fluorescent antibody, per viral agent:
(A) on or after April 1, 2012, $15.95;
(B) on or after April 1, 2013, $18.35; and
(C) on or after April 1, 2014, $21.15;
(iii) virus isolation, per viral agent:
(A) on or after April 1, 2012, $15.95;
(B) on or after April 1, 2013, $18.35; and
(C) on or after April 1, 2014, $21.15; and
(iv) polymerase chain reaction, per viral agent:
(A) on or after April 1, 2012, $15.95;
(B) on or after April 1, 2013, $18.35; and
(C) on or after April 1, 2014, $21.15;
(h) toxicology tests:
(i) heavy metals, 50% of the fee charged by the reference laboratory;
(ii) mycotoxins, the fee charged by the reference laboratory;
(iii) other toxins, 50% of the fee charged by the reference laboratory;
(i) immunohistochemistry tests, 50% of the fee charged by the reference laboratory; and
(j) endocrinology and any other tests, the fees charged by the reference laboratory.
5(3)In addition to the fees prescribed in subsections (1) and (2), all laboratory tests and clinic services requiring shipment are subject to the following shipping fees:
(a) for a shipment within the Province, if the shipment weighs 2 kg or less:
(i) on or after April 1, 2012, $10.35;
(ii) on or after April 1, 2013, $11.95; and
(iii) on or after April 1, 2014, $13.75;
(b) for a shipment within the Province, if the shipment weighs more than 2 kg:
(i) on or after April 1, 2012, $24.15;
(ii) on or after April 1, 2013, $27.80; and
(iii) on or after April 1, 2014, $32; and
(c) for shipments outside the Province, the fee charged by the shipping company.

6(1)The fees prescribed in section 3 apply, with the necessary modifications, to examination of, treatment of or surgery on an animal at a clinic.
6(1.1)Despite subsection (1), the fee for the services provided at the Department’s Veterinary Clinic, located at the Veterinary Centre in Fredericton, New Brunswick, for a food-producing or fur-producing animal, for a horse or for an animal that is confined in a zoo or wildlife park is the sum of the following:
(a) for each 15-minute period or portion of a 15-minute period spent by a veterinarian for examining, treating or performing surgery on an animal, $57;
(b) for the production of radiographic plates, $44 per plate;
(c) for thermal imaging, $173 per examination;
(d) for shock wave therapy, $173 per treatment;
(e) the fee related to dispensing medication and administering anaesthetics;
(f) the fee related to administering vaccines;
(g) the cost of other materials used or provided;
(h) applicable laboratory fees; and
(i) on or after April 1, 2021, for services provided after 4:00 p.m. and before 7:30 a.m. on Monday to Friday, inclusive, or on Saturday, Sunday or a holiday, including Boxing Day, an overtime fee of $85.
6(2)The fees for hospitalization of an animal for a day or a portion of a day are the following:
(a) on or after April 1, 2012, $32;
(b) on or after April 1, 2013, $33; and
(c) on or after April 1, 2014, $34.
6(3)The fee for the disposal of an animal other than one submitted for necropsy is $1.70 for each kg of body weight to a maximum of
(a) $600 per animal for a non-food-producing or non-fur-producing animal, and
(b) $300 per animal for a food-producing or fur-producing animal.
6(4)In addition to any other fees, the fee for dispensing medication is $9 per medication.

7(1)Despite subsection 3(1), the fee for a veterinarian’s services with respect to the flushing and recovery of bovine embryos is the sum of the following:
(a) on or after April 1, 2012:
(i) $127 per hour for a veterinarian’s service, with a minimum charge of $380 per visit;
(ii) $53 per hour for a technical assistant’s service, with a minimum charge of $159 per visit; and
(iii) the cost of supplies used during the flushing and recovery of the bovine embryos;
(b) on or after April 1, 2013:
(i) $146 per hour for a veterinarian’s service, with a minimum charge of $437 per visit;
(ii) $61 per hour for a technical assistant’s service, with a minimum charge of $183 per visit; and
(iii) the cost of supplies used during the flushing and recovery of the bovine embryos; and
(c) on or after April 1, 2014:
(i) $168 per hour for a veterinarian’s service, with a minimum charge of $503 per visit;
(ii) $70 per hour for a technical assistant’s service, with a minimum charge of $210 per visit; and
(iii) the cost of supplies used during the flushing and recovery of the bovine embryos.
7(2)Despite subsection 3(1), the fee for a veterinarian’s services for freezing a batch of bovine embryos, which shall include no more than 23 embryos, is
(a) on or after April 1, 2012, $362,
(b) on or after April 1, 2013, $416, and
(c) on or after April 1, 2014, $478.
7(3)Despite subsection 3(1), the fee for a veterinarian’s services for preparing bovine embryos for export is
(a) on or after April 1, 2012, $182 per order,
(b) on or after April 1, 2013, $209 per order, and
(c) on or after April 1, 2014, $240 per order.

8The fee for a veterinarian’s service for accrediting, for food safety purposes, the animal husbandry management practices of an owner of food-producing animals is the sum of the following:
(a) for the visit,
(i) on or after April 1, 2012, $51,
(ii) on or after April 1, 2013, $59, and
(iii) on or after April 1, 2014, $68;
(b) for each 15-minute period or portion of a 15-minute period spent on the owner’s premises,
(i) on or after April 1, 2012, $38,
(ii) on or after April 1, 2013, $44, and
(iii) on or after April 1, 2014, $51; and
(c) the cost of materials used or provided.
