Under section 34 of the
Society for the Prevention of Cruelty to Animals Act
, the Lieutenant-Governor in Council makes the following Regulation:

Horse and Pony Hauling Contests Regulation -
Society for the Prevention of Cruelty Act
.
HORSE HAULING CONTESTS

The length of pull shall be not less than thirty-six inches.

No yelling or shouting, other than the normally required commands, shall be allowed at a horse hauling contest.

A driver or helper shall not be permitted to use a whip or forcibly strike a horse with the reins or any other object.

A horse may be disqualified for a horse hauling contest prior to or during the contest, if it is judged unfit for the contest by an officer or agent of The New Brunswick Society for the Prevention of Cruelty to Animals and a qualified veterinarian.
PONY HAULING CONTESTS

Each pony team shall weigh under one thousand six hundred pounds and no pony on the team shall be over thirteen hands at withers.

Every pony entered in a pony hauling contest shall be weighed prior to the contest by one person who is accompanied by a witness.

All teamsters taking part in a pony hauling contest shall draw for the order in which they are to haul.

Each team shall be driven by only one teamster, but a helper shall be allowed when hitching to drag or in the case of an accident or breakage.

Lines of two-by-four lumber placed nine feet apart shall be used in the hauling ring.

The hauling distance for ponies shall be twenty-four inches and three starts shall be allowed to move a load this distance.

Any team that is competing in a pony hauling contest and has been hitched to drag shall have the first haul free.

When a team is in the act of hauling, it shall stay within the lines, except in the case of an accident or breakage.

When a team is not in the act of hauling, it is in the discretion of the judge whether the team shall stay within the lines.

For the purposes of determining whether a team has stayed within the lines, a visible mark must be made outside the lines and a foot on the lines does not constitute a failure to stay within the lines.

In the case of breakage, after repairs are made, a team may step over the lines to break the drag clear, but it shall straighten the drag within the lines, to the satisfaction of the judge, before it continues the haul.

In the case of breakage after the first, second or third start, the team shall have the option of breaking the drag clear and losing all its distance in that particular haul or continuing without breaking the drag clear with a free start.

If a team at any time is penalized by having to wait for boxes for over two minutes, it shall be allowed to break the drag loose by a side pull, but the team must stay within the lines.

A time limit of fifteen minutes shall be allowed for each team to complete its haul, but in the case of breakage, a maximum of fifteen minutes shall be allowed for repairs.

Each swing shall constitute a haul unless the judge rules otherwise.

Minimum starting loads for ponies shall be eight hundred pounds.

All placings in pony hauling contests shall be made on the basis of weight, except for special hauls.

A team shall be disqualified from hauling in a pony hauling contest if any pony on the team is, in the opinion of the judge, blemished or in poor condition.

All ponies shall be weighed without harness.

All teams shall haul in the same direction and haul to finish.

A loading drag shall be not less than one hundred pounds and not more than five hundred pounds at any one start until the haul is completed.

Teamsters who, in the opinion of the judge, are under the influence of liquor shall be disqualified.

No whips or reins shall be used to strike ponies.
29
No cruelty to any animal shall be tolerated on the fair grounds.

No liquor or drugs shall be given to ponies.

No profane language shall be used during a pony hauling contest.

Ponies shall be properly shod, harnessed and cared for.

Each exhibition shall set its own times for pony hauling contests.

A pony may be disqualified for a pony hauling contest prior to or during the contest, if it is judged unfit for the contest by an officer or agent of The New Brunswick Society for the Prevention of Cruelty to Animals and a qualified veterinarian.

Regulation 155, Statutory Orders and Regulations, 1963, under the Society for the Prevention of Cruelty Act is repealed.
