3(1)Despite the

Employment Standards Act, unless otherwise established as part of a collective agreement, the rate of wages for an apprentice shall not be less than the average hourly rate of wages for journeypersons employed by the employer in the occupation multiplied by the following percentages or, if the employer does not employ journeypersons, the average hourly rate of wages for journeypersons in the area multiplied by the following percentages:
