“forest land” means any land lying outside the boundaries of a city or town and not cultivated for agricultural purposes on which trees of any stage of development, including seedlings or saplings from a plantation or arising from natural regeneration, and shrubs, plants or grass are growing, together with roads on the land, other than public highways, but does not include the lands referred to in subsection 5(1) or section 6.(terre forestière)
