“Act” means the Topsoil Preservation Act;
“agricultural production” means the cultivation or management of land, crops or livestock for the purpose of producing food for humans or livestock;
“applicant” means a person applying for a permit;
“consolidated material” means soil that is not loose and friable;
“development or undertaking” includes the development of land for the purposes of growing cranberries, the construction of a private road, the construction of any building or structure, other than a residential building or residential structure referred to in paragraph 3(2)(e), and the construction of a loading facility, parking facility or driveway, other than a driveway referred to in paragraph 3(2)(f);
“holder” means a person who is the holder of a permit issued under this Regulation;
“unconsolidated material” means soil that is loose and friable.
