Review of decision to take no further action

31.4The Commission may, on its own motion, and shall, on the request of the complainant, within 14 days after receiving notice under subsection 31.3(2), review the decision of the civic authority to take no further action under paragraph 31.3(1)(a) and shall
(a) confirm the decision and give the complainant, chief of police and civic authority notice in writing of its decision, or
(b) rescind the decision and order the civic authority to continue with processing the conduct complaint.
