65.1Despite any other Act of the Legislature or any privilege of the law of evidence, in performing duties or exercising powers under this Act, the Ombud has the right
(a)
to enter any office of a custodian and examine and make copies of any record in the custody of the custodian, and
(b)
to converse in private with any officer or employee of the custodian.
