100.53Despite section 12, the Local Governance Act and the regulations under that Act and any contract or trust, including a document that creates or supports a pension plan or pension fund, an administrator may, in accordance with the funding policy for the shared risk plan,
(a) increase, reduce or suspend the contributions to the plan,
(b) increase or reduce the base benefits, and
(c) increase or reduce the ancillary benefits.
