16.5Unless payment of a fixed penalty is made in accordance with section 16.8 or a notice of dispute is filed in accordance with section 16.9 within the period prescribed under section 16.7, a copy of the violation ticket shall be filed with the ticket reviewer within 15 days following the period prescribed under section 16.7.
