70It is an offence for any person, other than an officer of the Division with respect to paragraph (a), to commit any of the following acts:
(a)
to alter any registration certificate, registration plate, or permit issued by the Registrar,
(b)
to draw, prepare or manufacture any such document or plate purporting to have been issued by the Registrar that is not in fact issued by the Registrar,
(c)
to hold or use any such document or plate knowing the same to have been so altered, drawn, prepared or manufactured, or
(d)
to operate or have under his control or in his charge any motor vehicle on which motor vehicle there is displayed any fictitious registration plate.
