19The Registrar shall not register a trail groomer except one that
(a)
in the opinion of the Registrar, is of such a size that if operated on a highway is not likely to create a hazard or to endanger persons or property, and
(b)
is equipped in the manner in which a motor vehicle is under this Act required to be equipped.
