46A special permit entitling the applicant to purchase liquor for the purpose named in the special permit and in accordance with the terms and provisions of the special permit and with the provisions of this Act and the regulations may be granted to
(a)
a pharmacist, medical practitioner, dentist or veterinary,
(b)
a person engaged within the Province in a mechanical or manufacturing business, in scientific pursuits or in the preparation of food in a place other than a residence, and requiring liquor for use therein, and
(c)
a person in charge of an institution regularly conducted as a hospital facility or sanatorium for the care of persons in ill health or of a home devoted exclusively to the care of aged people, or to his agent.
