41If at any time it appears that an insurer has on deposit with the Minister of Finance securities in excess of the prescribed amount, the Lieutenant-Governor in Council upon being satisfied that holders of contracts with the insurer in the Province will not be prejudiced thereby, and upon giving notice in The Royal Gazette and taking such other precautions as he deems expedient, may authorize the withdrawal of the amount of such excess or a portion thereof.
