349After hearing the directors, shareholders, members, policyholders and any other persons that he or she considers entitled to be heard on the petition or giving them an opportunity to be heard, the Superintendent may approve the agreement if he or she is satisfied that no sufficient objection to the agreement has been established.
349After hearing the directors, shareholders, members and policyholders and such other persons as he considers entitled to be heard upon the petition or giving them an opportunity to be so heard, the Superintendent may recommend that the agreement be approved by the Lieutenant-Governor in Council if he is satisfied that no sufficient objection to the agreement has been established.
