40Every person commits an absolute liability offence who, not being a conservation officer, has in his possession a loaded firearm or discharges a firearm
(a)
in any wildlife refuge, dump or park, unless within an area set aside for the hunting, snaring or trapping of animals under or pursuant to regulations made under subsection 16(1) of the Parks Act; or
(b)
within an area posted as a boy scout, girl guide or other youth camp.
