Prohibition respecting priming and firing of charge
162No person other than a blaster with the appropriate certificate of qualification, a person referred to in subsection 148(2) or a person referred to in subsection 150(1) shall
(b)
make any connection that leads or will lead from the primed charge to an initiating device,
(c)
connect any delay or sequencing device or program the delay or sequence for the blast, or
